Executive Summary:
Regional Parks is seeking $1,508,000 in grant funding for the Hudeman Slough Boat Launch Improvement project to restore paddling and small motorized boating access to tidal waterways that link to San Pablo Bay. Since closing for boating access in 2017 because of the failing dock and other safety concerns, final engineering plans are being prepared and permits have been submitted. Funding is now needed to construct the project and restore public boating access. The total estimated project cost is $1,526,000. Regional Parks will contribute project management and administration costs, estimated at $18,000. Construction will include replacing the boat ramp and dock, adding a new low freeboard dock, repaving and expanding parking, a new permanent restroom, and disabled access improvements.
Discussion:
Regional Parks is requesting the Board’s support and authority to apply for $754,000 from the Wildlife Conservation Board’s Public Access grant program and another $754,000 from the State Parks, Division of Boating and Waterways’ Boat Launching Facilities grant program to fund project construction. Should these funds be awarded, construction completion is anticipated winter 2021-2022.
Hudeman Slough Boat Launch (“Hudeman Slough”) provides boating access at no cost for fishing, hunting, bird watching, wildlife photography, and waterway exploration through dozens of miles of surrounding sloughs, Sonoma Creek, Napa River, and San Pablo Bay. Natural tidal silt deposition has twisted the dock beyond repair and is currently closed for safety reasons. Replacement is needed before the dock can be reopened to the public.
Regional Parks plans to renovate the existing boat launch facility at Hudeman Slough so that it is usable for all types of boating recreation. The project involves removal of the existing boat ramp and dock and the reconstruction of a new ramp, dock and gangway system. Other project components include the addition of a low freeboard, accessible kayak launching dock, a permanent restroom building, and resurfacing of the parking lot. The plans also call for an accessible path between the parking lot, restroom facility, and the dock and ramp. The facility improvements will support motorized boats under 24 feet long, and personal watercraft including row boats, canoes, kayaks, and stand-up paddle boards.
For more than a decade, Regional Parks has regularly discussed Hudeman Slough renovation funding with the Wildlife Conservation Board (WCB) and Division of Boating and Waterways (DBW). With local Park Mitigation Fees and Major Maintenance funding and a grant from WCB, Regional Parks completed preliminary design. This Board approved renovation plans and environmental review in 2018.
Regional Parks secured grant funding from the Wildlife Conservation Board for final engineering, permits, and construction documents in February 2020. Work is underway and the 90% plans and permits are under review by WCB, DBW, and California Department of Fish and Wildlife.
Regional Parks is now seeking construction funding from both WCB and DBW. In June 2020, a pre-application was submitted to WCB for grant funding from their Public Access program. We were invited to submit a full application in August. In October, WCB staff recommended grant funding for half of the construction costs.
DBW offers their Boat Launching Facility Program annually, with applications due February 1. Regional Parks submitted Hudeman construction applications in two previous grant cycles, asking for full construction costs. DBW will consider funding the remaining half of construction costs and Regional Parks submitted an application this year.
Each agency requires a resolution authorizing application. Each resolution also appoints the Director of Regional Parks to execute all documents that may be necessary to carry out and administer the grant.
Hudeman Slough is owned by the California Department of Fish and Wildlife (CDFW) and operated by Regional Parks. The State acquired the property in 1961 and constructed the facility in 1962 with the County agreeing to manage and operate the facility since that time. Regional Parks will be returning to this Board later this year to consider extending the operations and management agreement for another 25 years.

January 9, 2018 by Resolution 18-0011 approved preliminary plans for the Hudeman Slough Boat Launch Facility Renovation project and adopted the mitigated negative declaration for the project and by Resolution 18-0012 approved application for $1,431,000 Division of Boating and Waterways grant for construction of Hudeman Slough Boat Launch Facilities.
August 21, 2012 by Resolution 12-0412 authorized the Director of Regional Parks to apply for $200,000 in Wildlife Conservation Board Grant Funds for rehabilitation of the Hudeman Slough Boat Launch Facility.

Narrative Explanation of Fiscal Impacts:
There is no fiscal impact to this item. If the grant application is approved, this funding and the related expenditures will be included in either the FY 2020-2021 budget during consolidated budget adjustments or the FY 2021-2022 budget depending upon approval timing. Matching funds will be allocated from Park Mitigation Fee Area 6 funds already dedicated to this project.
