A)                     Authorize the Director of General Services to execute an agreement with the Regional Climate Protection Authority (RCPA) for the County to provide up to $168,092 in marketing, outreach, education, administration, and consulting services, subject to reimbursement by RCPA, related to various Bay Area Regional Energy Network (BayREN) programs through December 31, 2021. 

B)                     Authorize the Director of General Services to execute amendments with Regional Climate Protection Authority (RCPA), in form approved by County Counsel, to extend the term for up to two additional years and extend the program should additional funds become available.

Executive Summary:

Staff requests authorization for the Director of General Services to execute an agreement with the Regional Climate Protection Authority (RCPA) for the County General Service Department Energy and Sustainability Division (ESD) to deliver programs of the Bay Area Regional Energy Network (BayREN) through December 31, 2021.  The agreement provides funds from RCPA for ESD technical staff to perform residential and commercial sector energy efficiency projects, consultation, and educational activities, which result in the reduction of greenhouse gas emissions within the county.  This program complements and enhances other energy efficiency programs and services offered by General Services ESD.

 

Through partnership with RCPA, the General Services ESD will improve upon its service delivery, increase educational efforts, and continue serving the public with projects that result in greenhouse gas reductions and promote energy efficiency to enhance Sonoma County’s community and environment.

 

Discussion:

The Bay Area Regional Energy Network (BayREN) is a collaboration of the nine counties that make up the San Francisco Bay Area.  BayREN provides regional-scale energy efficiency programs, services, and resources.  This agreement aligns with and supports the goals and objectives associated with California Assembly Bill 32 and the Sonoma County Climate Action and Resiliency Pillar.  By promoting and facilitating the implementation of energy reduction projects and raising awareness of the environmental and economic benefits of such activities, the County will continue to demonstrate commitment and leadership in its efforts to reduce greenhouse gas emissions for County operations and the community.

 

This agreement leverages the impact of current energy efficiency and sustainability programs that the General Services Energy and Sustainability Division manages including the Sonoma County Energy Independence Program (SCEIP), the Sonoma Green Business Program, workforce development programs with local contractors, along with education and implementation of energy building codes for local municipalities.

 

To date, the achievements made through services provided by ESD through the RCPA agreement include:

                     778 Single family energy upgrades with over 84,000 kilo-watt hours (kWh) and 52,000 therm savings. Natural gas is measured in therms or BTUs. A therm is a measurement of the amount of heat energy in natural gas, equal to 100,000 BTUs. A BTU, or British Thermal Unit, is the quantity of heat required to raise the temperature of one pound of water by one degree Fahrenheit.

                     575 Home energy kits delivered

                     15 Multi-family properties upgraded (1136 units)

                     Launch of an online home energy workshop and building code educational series with over 664 registrations overall

 

Prior Board Actions:

5/12/2020 - Board approved Professional Services Agreement with Regional Climate Protection Authority and the County of Sonoma for implementation and marketing energy efficiency and sustainability programs in the amount of $168,092.

 

2/26/2019 - Board approved Professional Services Agreement with Regional Climate Protection Authority and the County of Sonoma for implementation and marketing energy efficiency and sustainability programs in the amount of $95,969.

Narrative Explanation of Fiscal Impacts:

Staff resource costs required to perform the agreement will be reimbursed by the RCPA and paid on a time and materials/expense basis.  The Agreement establishes a not to exceed limit of $168,092, which will be reimbursed to the County for services performed.  The County shall invoice the RCPA on a monthly basis.  The contract is administered on a calendar year basis.
