Executive Summary:
Point Blue Conservation Science (Point Blue) was awarded grant funding from California State Coastal Conservancy (Conservancy) to conduct restoration of native vegetation at Crane Creek Regional Park and at Taylor Mountain Regional Park and Open Space Preserve. As a condition of funding, the Conservancy requires the landowner, Sonoma County, to grant access to the site for 20 years to both the Conservancy and Point Blue. This item will grant Regional Parks’ Director authority to enter into landowner agreements and revocable license agreements to run concurrently at both locations with Point Blue for the 20-year term as required by the Conservancy.
Discussion:
Point Blue is a 501(c)(3) nonprofit organization that has worked to restore native habitats for the last 30 years by establishing tens of thousands of native plants and removing invasive species to improve water quality, biodiversity and mitigate climate change. Point Blue’s Students and Teachers Restoring a Watershed (STRAW) program will conduct the work.
In 2017, Point Blue was awarded a grant by the Conservancy to restore native vegetation. In 2018, Regional Parks entered into a revocable license agreement allowing Point Blue to begin the process of restoration through collection and off-site propagation of native seed at both Crane Creek Regional Park and at Taylor Mountain Regional Park and Open Space Preserve.
This item will grant Regional Parks’ Director the authority to enter into a landowner agreement and new revocable license agreement with Point Blue for a 20-year duration as required by the Conservancy.
While the agreement will run for 20 years, the bulk of project activities will occur within the first 3 years with the later term work generally limited to photo monitoring. Both sites are public parks and open to the public. Neither landowner agreement or revocable license agreements impede regular function of the park, visitor access or have budgetary implications.
