Executive Summary:

The Department of Transportation and Public Works (TPW) requests the Board approve plans and specifications, and award the contract to the low bidder, Argonaut Constructors, for the construction of the One Bay Area Grant Program (OBAG) Round 2 (Project 2 of 2), Rehabilitation of Various Roads. This project consists of road treatments and associated work on Corby Avenue (Hearn Avenue to north 0.34 miles), Dutton Avenue (Hearn Avenue to South Avenue), and Stony Point Road (Hwy 116 to Rohnert Park Expressway).

 

Discussion:

Established in 2012 the OBAG program enables the Metropolitan Transportation Commission (MTC) to utilize federal funding to better integrate the region’s local transportation programs with the State of California’s Climate Law (SB375) and the Sustainable Communities Strategy. Under the program, local municipalities in the nine-county Bay Area are awarded funds to invest in local street and road maintenance, streetscape enhancements, bicycle and pedestrian improvements, transportation planning, safe routes to schools projects, and priority conservation area projects.

In 2017, the County used their initial OBAG grant (OBAG 1) to fund capital road repairs on Bodega Highway (Sexton Lane to City of Sebastopol), D Street (Marin County Line to just south of Petaluma City Limits), River Road (just east of SMART train tracks to Hwy 101), and Windsor River Road (Eastside Road to Town of Windsor). In 2015, MTC adopted a funding and policy framework for a second round of OBAG grants (OBAG 2) for local construction projects scheduled from fiscal year 2017-18 through fiscal year 2021-22.

The County’s OBAG 2 grant award approved funding for two local projects. The first approved project funded pavement rehabilitation on River Road between Trenton Healdsburg Road and the SMART train tracks. A contract was awarded July 7, 2020 and construction was completed in December 2020. This second approved project consists of road treatments on Corby Avenue (Hearn Avenue to north 0.34 miles), Dutton Avenue (Hearn Avenue to South Avenue), and Stony Point Road (Hwy 116 to Rohnert Park Expressway). The scope of the proposed construction work will include conform grinding, removal and replacement of failed asphalt in localized areas (digouts), striping removal, installation of thermoplastic striping, installation of bicycle signage on Stony Point Road, shoulder backing, guard rail improvements, signal loop replacement and associated electrical work, ADA upgrades for curb ramps (on Corby Ave and Dutton Ave), utility cover adjustments and traffic control. Following the repair of the existing asphalt pavement, the entire roadway (edge of pavement to edge of pavement) will be paved with a layer of asphalt concrete.

The asphalt concrete overlay paving of Corby Avenue and Dutton Avenue is a requirement of the “Roseland Pre-Annexation Agreement by and between County of Sonoma and City of Santa Rosa.” See Attachment B.

Following advertisement, electronic bids were opened on January 12, 2021.

In accordance with Public Contract Code Section 20128, the Contract shall be awarded to the lowest responsive and responsible bidder. Argonaut Constructors is experienced in performing this type of roadway work.

A second board item for construction management will follow, which grant funds will also cover.

Narrative Explanation of Fiscal Impacts:

Appropriations for this contract were included in the FY 2020-21 Roads Capital budget (11051-34010103) and future costs will be requested in the FY 2021-22 budget. Funding for this contract will come from a combination of grant funds allocated through the Metropolitan Transportation Commission’s OBAG program (88.53%), and appropriations in the Roads Capital division budget (11051-3401013). The Roads Capital division is funded through a variety of sources including the state Highway Users Tax Account (HUTA) and SB1.
