Executive Summary:
The County maintains robust levels of advocacy at all levels of government led by the Board of Supervisors and supported by the departments, staff, and community partners. These efforts provide the County with needed resources and policies to enrich the quality of life in Sonoma County through superior public service. The two-year Legislative Platform approved by the Board provides direction.
Staff will provide an update on the draft 2021-2022 Legislative Platform. Staff will return to your Board for formal platform adoption on March 23, 2021.
Discussion:
Upon completion of each two-year legislative cycle, the Board of supervisors adopts a countrywide legislative platform to provide direction to staff and legislative advocates in seeking resources and policy support for County priorities.
In determining legislative priorities, staff queried departments to determine general and specific needs and then met with the County’s legislative advocates to review submittals and assess opportunities and strategies. Throughout this project, staff have ensured alignment with the development of the County’s five year strategic plan the Economic Recovery Plan, in addition to the continued alignment with the Recovery and Resiliency Framework.
The recommended draft of the Sonoma County 2021-2022 State and Federal Legislative Platform contains state and federal priorities and is divided into six sections: 1) Guiding Principles, 2) State Priorities, 3) State Issues, 4) Federal Priorities, 5) Federal Issues, and 6) General Issues.
1) Guiding Principles provide the broader policy directions for specific issues and direction for staff and legislative advocates when responding to unanticipated legislation.
2) State Priorities summarize the proposed areas where the County expects legislative advocates to pursue introduction and/or passage of legislation. State priority issues have been updated to address continued prioritization of disaster recovery and response in addition to supporting the COVID-19 response and recovery efforts. This year the priorities include:

S2. Affordable Housing and Homelessness
S3. Behavioral Health
S4. Climate Action
S5. Resiliency
S6. Infrastructure
3) State issues include issues that the County actively supports and may include supporting the advocacy efforts of local government associations such as California State Association of Counties and the Rural County Representatives of California to advance County interests.
4) Federal Priorities are intended to be the primary focus of federal legislative advocacy. The following are the recommended priority issues:
F1. Disaster Response and Recovery
F2. Housing and Homelessness
F3. Climate Action
F4. Broadband
F5. Health Care
F6. Infrastructure
5) Federal Issues include issues the County actively supports including supporting the efforts of local government associations such as the National Association of Counties, professional organizations, and other counties to advance county interests.
6) General Issues include those with connections to both state and federal legislative or funding action that the County will actively support.
Staff will return to your Board for formal platform adoption on March 23, 2021.
Staff will continue to assess priorities and present to your Board for addition or modification as needed.
