Executive Summary:

Annually the Board discusses strategic priorities and Board content for consideration. A proposed calendar of items of significant public interest is presented for the Board.

 

Discussion:

Annually the Board reviews proposed items of significant public interest. Per the Board Rules of Procedure the Board will again review the proposed items mid-year. On January 26, 2021 the Board received the draft calendar of significant items. The current item presents the final recommended document for adoption. Changes that were made from the draft presented on January 26, 2021 to the current proposed calendar are outlined below.

 

                     OSD - Agricultural Support and Protection Emergency Grant Program - Consider/approve first round of funding recommendations for the Agricultural Support and Protection (ASAP) emergency grant program was moved from January to March.

                     Permit Sonoma - A redundant development phase code 1 item from February was removed.

                     CAO - Customer Relationship Management & Civic Engagement - Select vendor and establish project timeline and budget moved from February to March.

                     CAO - A new item was added in September to provide a living wage annual report and update.

                     CAO - The legislative platform moved from February to March 2nd, and the subsequent adoption of the legislative platform moved to March 23rd.

                     CDC - A new item was added in April to address Tenants right to counsel program options.

                     CDC - A new item was added in April to bring forward the proposed rental assistance program based on the recent Federal funding provided. 

                     Health - A new item was added to April to bring back Environmental Health Fee Reductions for COVID Impacted Businesses.

                     Health - Emergency Medical Services Exclusive Operating Agreement RFP requirements and proposals was moved from February to March.

                     Health - Emergency Medical Services Exclusive Operating Agreement RFP Results and Recommendation was moved to October.

                     Permit Sonoma - One cannabis permit placeholder was removed from May due to time constraints and the additional items the Board requested to be brought forward.

                     Sonoma Water - The Climate Adaptation Plan was moved from May to August.

                     EDB - The Broadband Action Plan was moved from April to May.

                     EDB - The BIA Ordinance/SCT Annual Update was moved from April to March.

                     DEM/Office of Equity - The Report on the implementation of SB 160 was moved from April to August.

                     CAO - The annual pension report was moved from April to May.

                     Parks - The Regional Parks annual fee hearing was moved from April to March.

                     Permit Sonoma - A new issue was added to address home occupation permits which will be brought forward with the Development Code Phase 2 revisions in September.

                     CAO/General Services - The New County Government Center RFQ results was moved from December and is expected to come forward in March 2022.

During the discussion of the 2021 draft Calendar of Significant Items, there was a suggestion that the Calendar include the list of policy issues that the Board would like the Office of Equity to coordinate with departments to assist the departments with evaluating the policy from an equity lens.  On the one hand, any new ordinance should be reviewed with an equity lens.  The 2021 Calendar identifies several new ordinances that will be brought forward to the Board where the lead department will need to work with the Office of Equity to review the proposed provisions.  Besides ordinances, several major land use decisions will be brought forward in 2021 that the Board may want to direct Permit Sonoma to coordinate with the Office of Equity prior to the land use plans being finalized.  The County will also be involved in the redistricting discussions and hearings throughout the calendar year where it is important that the Office of Equity be engaged early and often.   The CAO’s Office will coordinate with the Office of Equity to come up with an approach to bring resources, tools and strategies that will help departments undertake an appropriate equity review of the many policies and programs coming forward.
