Executive Summary:
As required by the terms of the State of California Community Resiliency Power Allocation, this item requests authorizing the Director of the Department of Emergency Management to accept one-time funding from the California Governor’s Office of Emergency Services (CalOES) in the amount of $239,579 under the State’s FY 2020-2021 Community Resiliency Power Allocation. In coordination with General Services, the allocation will be used to provide auxiliary electrical power capacity to enable the Registrar of Voters to continue to function in the event that primary electrical supplies are disrupted.
Discussion:
In the wake of multiple statewide PSPS events during the fall of 2019, the California Governor’s Office of Emergency Services (CalOES), allocated funding to counties that had been impacted in order to support electrical power resiliency eligible activities to include procurement of backup power source equipment, continuity of operations planning, public information and education, access and functional needs population planning, and emergency public messaging campaigns.
In FY 2019-2021 the County received $479,159, which is currently being used to improve electrical systems at the Petaluma, Santa Rosa, and Sonoma Veteran’s Memorial buildings which will enable them to connect to mobile generators. The funds also supported public education and the development the County’s 2019 Public Safety Power Shut Off (PSPS) After Action Report.
For FY 2020-2021, the County of Sonoma has been allocated $239,579. At least 50% ($119,790) must be utilized to support schools, election offices, food storage, or COVID-19 testing sites. Eligible activities under this allocation are limited to:
1. Equipment (Generators and generator connections for essential facilities, fuel and fuel storage, redundant emergency communications, portable vehicle-mounted charging stations, and battery-powered radio repeater and transmission equipment)
2. Plans (develop/maintain continuity plans, electrical disruption contingency plans, risk assessments, and post-event reports)
3. Public education materials
4. One-time costs to equip public resource centers for use in electrical disruptions
Note: Funds may not be used for professional services contracts or response labor costs.
Staff have identified a backup electrical power resiliency project at the Registrar of Voters (ROV) that will be undertaken with this allocation, which will enable the ROV to maintain critical missions in support of the entire County and Operational Area.
These funds are not a grant but, as a condition of funding, the County is required to follow standard CalOES Subrecipient grant guidelines, including providing two Progress and Expenditure reports as well as thorough documentation of staff time spent managing the award. The period of performance for the allocation ends on October 31, 2021.

Narrative Explanation of Fiscal Impacts:
The attached Budget Resolution authorizes increased revenue and expenditure appropriations to receive $239,579 in revenue from the State of California. Emergency Management, in coordination with General Services, will expend the entire award amount towards the Registrar of Voters power resiliency program.
