B)                     Award the contract to Mountain Cascade, Inc. for $ 7,351,750 for construction of Russian River-Cotati Intertie Pipeline Seismic Hazard Mitigation at the Russian River Crossing and authorize the Chair to execute the contract.

C)                     Authorize the General Manager of the Sonoma County Water Agency to sign Section 00 65 23 (Agreement and Release of Any and All Claims), with County Counsel review, if any unresolved claims are listed by the contractor.

Executive Summary:

This item requests approval of a contract with Mountain Cascade Holding Company, Inc. for $7,351,750 for construction of the Russian River-Cotati Intertie Pipeline Seismic Hazard Mitigation at the Russian River Crossing (Project).

The Project is a natural hazard mitigation project identified in the Sonoma County Water Agency’s (Sonoma Water) Local Hazard Mitigation Plan (Plan) as a first-tier objective that will reduce the risk of damage or failure of the water transmission system as a result of a major seismic event.  In January 2020, the Federal Emergency Management Administration (Federal Administration) obligated grant funding of $2,948,879 from their Pre Disaster Mitigation Program to partially fund the design and implementation of the Project.

 

Discussion:

HISTORY OF ITEM/BACKGROUND:

 

On January 8, 2008, Sonoma Water’s Board of Directors adopted its Local Hazard Mitigation Plan (Plan), which provides the basis for procuring grant funds from the Federal Administration for natural hazard mitigation projects.  The latest 2018 update to the Plan was adopted by Sonoma Water’s Board on October 9, 2018, and was approved by the Federal Administration on October 16, 2018.  The Plan identifies the highest priority mitigation projects based on the findings of the Natural Hazard Reliability Assessment that Sonoma Water completed for its water transmission system.  Sonoma Water has obtained and will continue to pursue funding to implement the projects identified in the Plan through FEMA’s Hazard Mitigation Assistance Programs, administered by the California Office of Emergency Services.

 

The Plan identifies the Project as one of several mitigation projects that could be implemented to reduce the risk of damage to or failure of the water transmission system as a result of potential vulnerabilities from a major seismic event.  The Project will replace a portion of the Russian River-Cotati Intertie Pipeline where it crosses the Russian River near Forestville.  The Project would largely eliminate the pipeline’s exposure to earthquake-triggered permanent ground displacement in the area by lowering elevated portions of the pipeline below the high-hazard zone to an elevation that is expected to have greatly reduced ground displacement which the new pipeline is designed to withstand.

 

In total, the Project will replace approximately 1500 linear feet of pipeline ranging in size from 18-inch diameter to 48-inch diameter.  The pipeline design incorporates deeper burial, thicker walls, welded joints, flexible lining, a flexural 3-dimensional S-shaped curve, and a rotational aspect to withstand the forces associated with the design seismic event.  The design also incorporates typical water pipeline features such as a meter and vault, butterfly valves, air valves, and cathodic protection.

 

The Project consists of the construction of Russian River-Cotati Intertie Pipeline Seismic Hazard Mitigation at the Russian River Crossing located at 10290 Westside Road, in an unincorporated area of Sonoma County near Forestville, California.  The Work includes, but is not limited to, the abandonment and replacement of a section of the existing underground pipeline and construction of meter vault, flow meter, cathodic protection, air valves, and appurtenances, as well as construction of approximately 915 feet of 48-inch steel pipeline, approximately 250 feet of 42-inch steel pipeline, approximately 150 feet of 36-inch steel pipeline, approximately 150 feet of 30-inch steel pipeline,  approximately 60 feet of 20-inch steel pipeline, and approximately 15 feet of 18-inch steel pipeline replacement, and temporary facilities including but not limited to deep shored trenches, cofferdams, and dewatering systems.  Work shall be completed within 330 Days from the date when Contract Time commences to run.  Bidding Documents contain the full description of the Work.

 

The low bid was approximately 11% higher than the Engineer’s Estimate, which appears to reflect: 1) the premium paid for construction adjacent to the river during dry months, 2) the uncertainties of deep excavation and water control in alluvial ground conditions, and 3) the potential volatility within the construction field currently given current realities in the marketplace surrounding COVID-19.  Since the work is adjacent to the river and much of the work within the riparian area, regulators require that the work within the riverbanks and the riparian area be limited to between June 15th and October 15th.

The Engineer’s Estimate was $6,585,857.00.

 

The lowest responsive and responsible bid is from Mountain Cascade, Inc. and is $765,893 above the Engineer’s Estimate. Mountain Cascade, Inc. is experienced in this type of construction and met the experience requirements.

 

A contractor must execute a release of claims (Section 00 65 23) before final payment but may except any unresolved claims from the release.  The requested action authorizes the General Manager to approve the release unless the contractor lists unresolved claims.  In that case, County Counsel must review Section 00 65 23 prior to General Manager approval.

 

Construction on the Project is scheduled to begin approximately February 15, 2021, with an estimated completion date of December 11, 2021.

 

ALTERNATIVES

 

Non-approval will compromise Sonoma Water’s ability to comply with FEMA funding requirements.  FEMA funding has been secured to cover a portion of the construction costs.

Narrative Explanation of Fiscal Impacts:

Budgeted amount of $7,351,750 is available from FY 2020/2021 appropriations for the Common Facilities Fund.  Offsetting revenue in the amount of $2,382,188 will be coming from a FEMA Pre Disaster Mitigation Program grant. No additional appropriation is required.
