Executive Summary:

Election dates in California are established by Elections Code §1000.  Subsection (a) of said section establishes March 2, 2021, as a date on which local jurisdictions may hold special elections.  When multiple elections are called on the same day, in the same territory or in territory that is in part the same, Elections Code §10400 permits the consolidation of those elections.  The West Sonoma County Union High School District and the County of Sonoma have each called elections in their areas for the March 2021 election date and requested consolidation as authorized by state law.  Note that the election called by the County of Sonoma will not be countywide but instead limited to voters registered in the Bodega Bay Fire Protection District and/or the West Sonoma County Union High School District.  The primary purpose of consolidating elections is to maximize utilization of resources needed (i.e., avoid duplication) which may result in overall cost savings.

 

Discussion:

The costs of conducting the elections are shared between the entities involved pursuant to Elections Code §10416.  Full costs will be billed to the involved jurisdictions following the election.

 

Copies of resolutions received at the Registrar of Voters Office from local jurisdictions wishing to consolidate are on file with the Clerk of the Board.  As of December 4, 2020, the consolidation deadline, two jurisdictions requested consolidation of elections they called to place measures on the March 2021 ballot:  West Sonoma County Union High School District and County of Sonoma.

 

Prior Board Actions:

On November 30, 2020, the Board called a Special Election to place a Transient Occupancy Tax measure on the ballot in West County and ordered that the election be consolidated with any other local elections called on the same day (Resolution Number 20-0452).

On September 15, 2020, the Board authorized consolidation of the November 3, 2020, Consolidated General Election (Resolution Number 20-0338).

On March 17, 2020, the Board authorized consolidation of the May 5, 2020, Special Consolidated District Election (Resolution Number 20-0089).

Narrative Explanation of Fiscal Impacts:

Costs of the Special Election will be shared among all entities involved.  Each local jurisdiction requesting consolidation will pay a pro-rata share of the costs associated with conducting the election.  The County of Sonoma’s estimated share of the election is $2.50 to $4.25 a voter, or $92,938 to $157,994.  The West Sonoma County Union High School District’s estimated share of the election is also $2.50 to $4.25 a voter, or $90,283 to $153,480.  Therefore, the total combined cost of the consolidated election is $183,221 to $311,474.

 

If the Transit Occupancy Tax passes, the County will be reimbursed for the costs of the election from the initial tax collection revenue from the tax on a one-time basis.  If the Transit Occupancy Tax does not pass, Supervisor Hopkins has agreed to use District 5 Tourism Impact Funds to cover election costs.
