Executive Summary:

Request Board of Supervisors (“Board”) approval to appoint Bill Robotka to fill as 2-year term member of the Independent Citizens Pension Committee (“Committee”). Mr. Robotka is a retired county employee and former labor representative. The appointment is for a 2-year term ending on December 9, 2022.

 

Discussion:

The Board has adopted Pension Reform as one of its key priorities, with a goal of ensuring a fair, equitable, and sustainable pension system for taxpayers and employees alike. In April 2017, the Board created the 7-member Committee to represent the best interests of the entire community in a non-partisan manner, and to help improve communication between the County and local residents on pension issues.

 

The scope of the Committee is intended to improve accountability and transparency of the County’s pension reporting, and provide a way for the County to engage citizens in the process of developing and refining its pension reform strategies.

 

Currently, the committee has three vacancies, one of which Mr. Robotka will filled if appointment is approved. Mr. Robotka was one of four applications received. CAO staff and the Committee’s Chair conducted interviews and found Mr. Robotka’s background and knowledge of pension matters to be suitable for the Committee’s work. The Board’s Pension Ad-Hoc members previously seriously considered Mr. Robotka for appointment, yet he was not eligible for appointment given the original Committee charter. On 3/24/2020, the Board approved charter changes that resulting in allowing retired employees to be eligible for appointment.

 

All four applications are enclosed for the Board’s reference. The remaining applicants were advised staff would not be recommending for appointment at this time, and instead a new application period will be opened with expanded outreach in order to attract candidates from diverse cultural and socio-economic backgrounds.

02-21-2017: Directed the Pension Ad Hoc and staff to explore options for establishing an ongoing pension advisory committee.

11-15-2016: Appointed Supervisors Shirlee Zane and David Rabbitt to serve as co-chairs of the new Pension Ad Hoc Committee.
