Approve and authorize the Chair to execute a Second Amendment to the design contract with TRC Engineers for the Geysers Road Bridge over Big Sulphur Creek Replacement Project (C09001) extending the term of the agreement until December 31, 2025 and increasing the not to exceed cost of the agreement to $916,556, inclusive of a 10% contingency. This represents an overall contract increase of $288,719, inclusive of a 10% contingency. (Fifth District).

Executive Summary:

The Department of Transportation and Public Works (TPW) requests the Board authorize this Second Amendment to provide sufficient time and budget for the completion of studies, field investigations and design work in order to satisfy current regulatory requirements and California bridge design standards. Satisfying these requirements are a necessary step for the project to remain eligible for reimbursement through the Federal Highway Bridge Program (HBP). The Second Amendment will extend the term of the agreement for an additional five years to December 31, 2025 and increase the contract amount by $262,472, plus a 10% contingency of $26,247, for a new total contract not-to-exceed amount of $916,556. 

 

Discussion:

TPW recommends that the Board approve the Second Amendment to the design contract to extend the term through December 31, 2025 with an additional cost not to exceed $262,472. This makes the total contract value $833,233 and increase the value of the 10% contingency to $83,323. Therefore, the total amount that could be payable under this contract is $916,556.

 

The Geysers Road Bridge over Big Sulphur Creek Replacement project (C09001) will result in the construction of a new two-lane bridge in close proximity to the existing historical, but functionally obsolete one-lane Geysers Road Bridge. The new bridge will be built to meet current design standards including improvements to roadway approaches and appurtenant facilities. The existing bridge will remain in place and be open to bicycles and pedestrians but closed to vehicular traffic. The project does not increase vehicular traffic capacity, but will provide two traffic lanes with shoulders. Due to the low traffic volume on Geysers Road, pedestrians, bicycles and vehicles will share the travel lanes and shoulders.

 

The Board approved the original design contract for this project with TRC Engineers on February 4, 2014. The original contract was for an amount not to exceed $570,762, plus a 10% contingency, and expired on December 31, 2016. On November 10, 2015, the Board approved the First Amendment to the contract, extending the term through December 31, 2020 at no additional cost.

 

The commencement of construction has been delayed due to many factors, including a lengthy environmental review process. Currently, the project has completed the National Environmental Policy Act (NEPA) review and has begun the California Environmental Quality Act (CEQA) process. Construction is anticipated to begin 2022, however, in order for the project to continue receiving Federal funds it must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. This includes performing additional environmental studies, geotechnical investigations, and design modifications requested in the second amendment to this contract.  The impact of not authorizing this amendment would result in the project not being completed and the bridge replacement not being completed. This would also require the County to return all of the federal funds disbursed for this project to date.

Narrative Explanation of Fiscal Impacts:

Appropriations for the Second Amendment of the design contract with TRC Engineers for the Geysers Road Bridge over Big Sulphur Creek Replacement Project will be included in the Roads Capital Improvement recommended budget for FY 2021-22 and FY 2022-23. TPW has applied for full reimbursement ($262,472) through the Federal Highway Bridge Program (HBP), but the application is still under review. In the event TPW’s request for reimbursement is denied, TPW will utilize annual SB1 revenue designated for capital improvement projects as the source of funds for this contract.
