B) Adopt a resolution authorizing the Director and/or Deputy Director of Sonoma County Regional Parks to execute for and on behalf of the County of Sonoma, any actions necessary for obtaining state and federal assistance provided by and/or sub-granted through the State of California and/or the federal Department of Homeland Security.

Executive Summary:
FEMA has awarded $60,000 in Pre-Disaster Mitigation (PDM) funding to Transportation and Public Works for the Villa Grande Flood Mitigation Plan; the match amount of $20,000 will come from District 5 flood mitigation funding.
The California Governor's Office of Emergency Services (CalOES) requires all counties to adopt a Governing Body Resolution (Resolution) authorizing individuals with specific titles to perform administrative functions and have on file in order to receive funds associated with the State of California and/or Department of Homeland Security grants. This item expands existing delegation authority by adding Sonoma County Regional Parks.
Discussion:
A. Grant Award Acceptance - Resolution
FEMA’s Pre-Disaster Mitigation (PDM) program falls under the umbrella of FEMA’s Hazard Mitigation Assistance Grants. PDM provides funds on an annual basis for measures to reduce or eliminate overall risk from natural hazards. The cost share for the PDM program is 75% federal with a 25% non-federal or County match. FEMA has recently awarded $60,000 to Transportation and Public Works for the Villa Grande Flood Mitigation Plan; the match amount of $20,000 will come from District 5 flood mitigation funding.
Villa Grande is a community located on a relatively flat peninsula along the Russian River near Monte Rio. Flooding and drainage over the years have caused damage to both private property and public roads. Currently little to no drainage infrastructure exists within the area. The PDM grant will fund a consultant to develop a hydrology and hydraulics study for the area, including outreach to residents and other stakeholders. The consultant will identify solutions and provide preliminary estimates on implementation costs.
B. Authorized Agent Signature Authority - Resolution
This item includes a resolution authorizing the Director and/or Deputy Director of Sonoma County Regional Parks to act as the agent for the County or Agency, as appropriate, for funding associated with the State of California and/or Department of Homeland Security grants, including, but not limited to, the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation Grant program (PDM), Flood Mitigation Assistance Grant program (FMA), California Department of Water Resources, and other state and national preparedness grant programs. The Hazard Mitigation Grant Program (HMGP) requires a resolution that is current within the last three years. FEMA, which administers HMGP, is part of the Department of Homeland Security. The actions normally associated with these grants include applying for, obtaining, modifying and claiming reimbursements, and amending and closing out grant documentation.
This authorization would be in addition to the signature authority resolution approved by your Board on April 21, 2020.

Narrative Explanation of Fiscal Impacts:
The cost share for HMGP is 75% federal and 25% non-federal or County match. The County’s share is projected at the beginning of the grant application process, and funding sources are identified before the application is submitted. In addition to some special (non-general) funds being used for the local match, the County also set aside $4 million after the 2017 fires, in anticipation of a local share requirement for grant funding for disaster recovery.
The match amount of $20,000 for the Villa Grande project will come from District 5 flood mitigation funding and will not utilize Resiliency set aside funding. The offsetting revenue and expenditure appropriations for this grant will be appropriated as part of the FY 2020-21 second quarter consolidated budget adjustment process.
