Executive Summary:
The Sonoma Valley County Sanitation District (District) requires an easement for an existing Infiltration and Inflow Relief pipeline constructed in 1978. Sonoma Water’s enabling legislation requires that the granting of this easement be considered at no less than two regularly scheduled Board meetings. This item will return at the next Board meeting for further consideration and action from the Board to authorize granting of the easement.
Discussion:
Sonoma Water owns and maintains the Fryer Creek Channel property (Assessor’s Parcel Numbers 018-521-001 and 128-061-019) located at the end of Newcomb Street, west of Broadway, in the City of Sonoma. Sonoma Water maintains the channel for the conveyance of storm water.
In 1978, the District constructed the Wastewater Reclamation Facilities Project Unit 1 Infiltration/Inflow Relief Facilities Project (I and I Project). The I and I Project resulted in the construction of an underground pipeline that would divert excess storm drain water into a parallel pipeline to reduce peak flows within the existing sewer trunk main. A portion of the pipeline was constructed within Sonoma Water’s Fryer Creek Channel. No record of an easement from Sonoma Water to the District for operation and maintenance of the pipeline has been found.
Sonoma Water staff reviewed the proposed easement and determined that granting of the easement will not adversely affect Sonoma Water. Sonoma Water appraised the value of the easement at $2,130. Sonoma Water has expended approximately $2,500 in staff cost to process the grant of easement.
Sonoma Water’s enabling legislation requires that the grant of this easement be considered at no less than two regularly scheduled Board meetings. This item will return to the Board for the Board’s December 8, 2020 meeting for further consideration and for action from the Board.

Narrative Explanation of Fiscal Impacts:
The grant of easement is being processed at the request of the District. Sonoma Water’s costs of $4,630 were budgeted in the Zone 3A Flood Control budget. The District will reimburse Sonoma Water $4,630 for the grant of easement.
