A)                     Adopt a resolution authorizing the Director of the Human Services Department to execute funding Agreements between the California Department of Transportation and the Human Services Department’s Area Agency on Aging for activities serving Older Adults and Individuals with Disabilities, including Transportation Services and Mobility Management Activities, for a total amount of $538,261, anticipated to be from October 1, 2020, to September 30, 2022.

B)                     Authorize the Director of the Human Services Department to execute future amendments to this agreement to adjust for revenue changes to funding.

Executive Summary:

The Human Services Department (HSD) requests that the Board of Supervisors delegate authority to the Director of the Human Services Department to execute agreements with the California Department of Transportation (Caltrans). HSD requests that the Board adopt a resolution authorizing the Director of Human Services to sign the Federal Transit Administration (FTA) Section 5310 Formula Grants with Caltrans for the Enhanced Mobility of Seniors and Individuals with Disabilities Standard Agreements in the amount of $538,261 for FY 2020-21. HSD further requests authority for the HSD Director to execute future amendments to this agreement to adjust for revenue changes.

 

Discussion:

Through the Caltrans 5310 Older Adults Transportation Funding, the Sonoma County Area Agency on Aging (AAA) contracts the county-wide Volunteer Driver and Mobility Management programs with the following nonprofit partners: Catholic Charities, City of Healdsburg, Petaluma People Services Center, Sebastopol Area Senior Center, Vintage House, West County Community Services Center, and The Center for Social and Environmental Stewardship.  Each partner provides free-of-charge rides (donations are accepted) to medical and social appointments in each of their contracted geographic areas for people age 60 and older who have no other viable transportation option. Participants represent a cross-section of socioeconomic levels and varied physical and cognitive abilities, with the majority of riders having outlived their ability to drive.

The mobility management coordinator hired by each partner agency recruits, screens and trains each volunteer.  The coordinator provides mobility management activities which include matching riders to drivers, scheduling rides, providing transportation related information and assistance, and providing travel training and trip planning.  All partners and Area Agency on Aging staff meet regularly to strategize around expanding the availability of transportation options, to develop and coordinate transportation services with public and private transportation operators, and to identify sustainable funding sources.

AAA has received funding through the FTA Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities grant program dating back to 2016. The first grant award of $377,975 for FY1617 and FY 1718 began the AAA volunteer driver program with Sebastopol Senior Center to produce 4,000 one-way rides. A second grant award of $649,780 for FY1819 and FY1920 grew the AAA volunteer driver network to include seven older adult transportation programs. AAA exceeded the grant goals despite the Kinkade, Walbridge and Glass fires and the global COVID-19 pandemic. In FY1819, over 13,000 one-way rides and 240 transportation vouchers were provided. In FY1920, over 9,200 one-way rides and 730 transportation vouchers were provided.

This current round of Section 5310 funding is $111,519 less than the previous award as the competition for transportation funding for older adults and people with disabilities in Sonoma County was greater than previous years.

April 4, 2017: Board approved the Resolution of Authority allowing the Director of Human Services to sign grant proposal applications and attachments on behalf of the Area Agency on Aging to receive Federal Transit Administration (FTA) funding for senior transportation programs

 

July 12, 2016: Board approved the Caltrans Funding Agreement - Federal Section 5310 Formula Grants for the Enhanced Mobility of Seniors and Individuals with Disabilities for transportation and mobility management grant activities for the term of 7/1/16 to 6/30/18

Narrative Explanation of Fiscal Impacts:

Caltrans Grant 5310 in the amount of $538,261 will be split into 3 segments - one for each year in the 3-year program: $201,848 in FY 2020-2021, $269,131 in FY 2021-2022, and the balance of $67,282 in FY 2022-2023.  This agreement is funded fully by the California Department of Transportation grant. There is no local match requirement and no County General fund requested.
