Executive Summary:

This resolution provides approval by the Board of the SB1 State of Good Repair Project List for Fiscal Year 2021, which is required annually to obtain SB1 State Transit Assistance State of Good Repair funds provided by the California Department of Transportation, Division of Rail and Mass Transportation. Using funding allocated for FY2021, the project will assist with the rehabilitation of Sonoma County Transit’s Operations Facility to a state of good repair. Project components include improvements to the operations building and the rehabilitation of vehicle parking areas.

 

Discussion:

The Road Repair and Accountability Act of 2017, approved by California State Legislature as Senate Bill 1 (SB1), will provide new transportation funding over the next decade to repair highways, bridges and local roads and improve transit service. SB1 also provides approximately $105 million annually to transit operators in California for eligible transit maintenance, rehabilitation and capital projects. Sonoma County Transit’s share of these funds, which is referred to as the SB1 State of Good Repair Grant Program, is $35,890 for FY2021.

The SB1 State of Good Repair Grant Program, which is administered by the California Department of Transportation, Division of Rail and Mass Transportation (Caltrans), is funded from a portion of a new Transportation Improvement Fee on vehicle registrations beginning in 2018. Sonoma County Transit is submitting an application to Caltrans requesting $35,890 in FY 2021 State of Good Repair Grant Program funding to assist with the rehabilitation of its Operations Facility.

Prior to receiving an allocation of SB1 State of Good Repair Grant Program funding, Sonoma County Transit must annually submit a Board Resolution to Caltrans approving an annual list of projects for which SB1 State of Good Repair funding will be used. Authorized Agent and Grant Assurances forms were submitted to Caltrans with Sonoma County Transit’s FY 2018 application, which were one-time submittals through the end of the funding program.

Per its approved budget, ongoing capital investment have resulted in the replacement of twelve buses over the past fifteen months for the County’s fixed-route and paratransit fleets, two of which are zero-emission all-electric buses. The timely replacement of older buses per Federal Transit Administration guidelines results in a more reliable, efficient, comfortable and environmentally-friendly fleet.

03/13/18: Resolution adopted by the Board authorizing application for FY 2018 SB1 State Transit Assistance State of Good Repair funding for roof rehabilitation at Sonoma County Transit’s operations facility, and authorizing the Director of Transportation and Public Works to execute any actions necessary for the purpose of obtaining State Transit Assistance State of Good Repair funds under the SB1 State of Good Repair program.
