A) Authorize the Director of the Human Services Department to accept COVID-19 emergency funding from the State of California Department of Aging for the Sonoma County Human Services Department Area Agency on Aging for a total amount of $1,096,545.
B) Adopt a budget resolution to authorize a budget adjustment for $1,096,545 in COVID-19 emergency funding from the State of California Department of Aging. (4/5th Vote Required)
C) Authorize the Director of the Human Services Department to execute the contracts and amendments that receive the aforementioned COVID-19 emergency funding from the State of California Department of Aging.

Executive Summary:
The Human Services Department (HSD) received COVID-19 emergency funding from the California Department of Aging and is requesting approval from the Board of Supervisors to accept the funding allocated to the Area Agency on Aging to support services for older adults, and to execute contracts and amendments with local Adult & Aging service providers to distribute the emergency funding.
HSD is further requesting approval for the Human Services Department Director to execute contracts and amendments for all Human Services Department contracts that receive these COVID-19 emergency funds from the State of California Department of Aging.
Discussion:
In response to the COVID-19 pandemic, Congress approved the Coronavirus Aid, Relief, and Economic Security (CARES) Act which allocated $955 million nationally to support older adults and people with disabilities during the COVID-19 public health emergency. California’s CARES Act allocation is $83.5 million, with the Sonoma County Area Agency on Aging receiving $1,096,545.
The California Department of Aging (CDA) has obtained approval to directly allocate these emergency dollars to local Area Agencies on Aging (AAA) rather than going through the normal contract execution or amendment process, which allows AAAs to receive and spend these dollars in a much more expeditious manner.
Further, CDA has suspended the requirement of competitive procurement for emergency contracts with service providers to allow maximum flexibility and service provision to older adults as quickly as possible.
HSD is designated as the local AAA, and Sonoma County has received a total of $1,096,545 to be used for AAA direct and contracted services with community agencies to provide meals for older adults, supportive services, family caregiver supports, and Ombudsman services in response to increased needs due to the COVID-19 pandemic. This emergency funding from the CDA is to supplement and expand services through existing AAA federal Older Americans Act funded service provider contracts.

Narrative Explanation of Fiscal Impacts:
No County General Fund is needed to utilize the COVID-19 emergency funds from the CDA. Funds were already received by HSD and deposited into the county Treasury; only appropriation is required to spend in the current and future fiscal years in case all proceeds are not spent in the current year. This funding will be in addition to the $384,150 pledged by the Board for senior nutrition during the FY 2020-2021 budget hearings in September 2020.
