Executive Summary:
The Sonoma County Human Services Department, Division of Family, Youth and Children requests Board approval to accept $168,800 in funding from the California Department of Housing and Community Development. The funds are in support of transitional housing services for transitional age youth age 18-25. All funding will be subcontracted to TLC Child & Family Services who already manages the Transitional Housing Program Plus for transitional age youth. These funds will allow more non-minor dependents and former foster youth to live in transitional housing while being supported by TLC through case management, life skills development, building work force skills and assistance with securing permanent housing.
Discussion:
Housing for Transitional Age Foster Youth
The Human Services Department, Division of Family, Youth and Children is eligible to receive $168,800 for transitional housing support services for transitional age foster youth aged 18 to 25. The Division will use this funding to contract with the existing Transitional Housing Program (THP) services provider TLC Child & Family Services who was awarded the contract through a Request for Proposal process in spring 2020. The THP provides affordable housing and comprehensive supportive services for up to 24 months to help former foster care and probation youth ages 18-24 successfully transition from out-of-home placements to independent living.
Participants can stay in the program for up to 24 months. Currently, approximately 20 youth are housed through the program at any time and there are approximately 30 youth on the waiting list. The additional funding will allow for approximately three additional transitional-age youth to access these housing and supportive services.
Funding is time-limited, must be spent prior to June 30, 2022, and will be divided equally over 2 fiscal years (FY 2020-21 and FY 2021-22) with $84,400 available for each year. The contract with TLC Child & Family Services was approved by the Board June 9, 2020 and includes the additional $84,400 in funding. Although the Department received notification of this funding in April 2020, additional requirements for a signed resolution were just received in July.
Initial notification of this allocation was received on February 7, 2020, and the Board approved adding the funds to the FY2019-20 Department budget and approved the required resolution on April 4, 2020. However, the State is requiring a new resolution for FY 2020-21 to accept funding from the State Department of Housing and Community Development and authorize the Human Services Director to sign the allocation acceptance document.

Narrative Explanation of Fiscal Impacts:
The $168,800 in funding for housing for transitional-age foster youth is an augmentation to support and expand the existing THP through the current contracted service provider. This funding was included in FY 2020-21 approved budget.
