A) Adopt a resolution authorizing the Director of the Human Services Department to execute the Sonoma County Area Agency on Aging Health Insurance Counseling & Advocacy Program Standard Agreement #HI-2021-27 with the California Department of Aging for a total amount of $427,881 for the term of July 1, 2020 through June 30, 2021, thereby supporting free and objective public information education and counseling assistance regarding Medicare and related health coverage plans.
B) Authorize the Director of Human Services to amend and execute future Standard Agreement amendments to adjust for revenue levels based on changes to funding.

Executive Summary:
The Human Services Department (HSD) requests annually that the Board of Supervisors delegate authority to the Director of Human Services to execute agreements with the California Department of Aging (CDA). For FY 2020-21, HSD requests that the Board of Supervisors adopt a resolution authorizing the Director of Human Services to sign the Health Insurance Counseling & Advocacy Program (HICAP) Standard Agreement #HI-2021-27 in the amount of $427,881 with the CDA and execute future amendments to adjust for revenue changes. This revenue is used to contract with the nonprofit agency, Senior Advocacy Services, to administer HICAP services in Sonoma County and neighboring counties.
Discussion:
HICAP provides free and objective public information and one-on-one education and counseling assistance to older adults, other Medicare beneficiaries such as the younger disabled population, and those imminently becoming eligible who are seeking options and information relating to medical insurance coverage.
Sonoma County’s Area Agency on Aging serves as the lead agency for a Memorandum of Understanding between the planning and service areas of Marin, Mendocino-Lake and Napa-Solano. The service areas contract with nonprofit partner Senior Advocacy Services, which administers the HICAP Program. Senior Advocacy Services’ HICAP staff and trained volunteers provide counseling and advocacy services regarding Medicare, private health insurance, and related health care coverage plans, for the purpose of preserving service integrity on a statewide basis. Services provided by Senior Advocacy Services are offered in English and Spanish.
The Board of Supervisors is requested to authorize the Director of Human Services to sign the California Department of Aging HICAP Standard Agreement #HI-2021-27. The Board of Supervisors is also requested to authorize the Director of Human Services to execute future HICAP Standard Agreement amendments to adjust for revenue levels based on changes to funding.
Prior Board Actions:
June 13, 2018: Board of Supervisors adopted a resolution to authorize the Director of Human Services to sign contracts with the State of California.
June 13, 2017: Board of Supervisors authorized the Director of Human Services to execute CDA HICAP Standard Agreement for the period of 07/01/2017 to 06/30/2020.
The Board has approved the Standard Agreement for operation of the Health Insurance Counseling & Advocacy Program (HICAP) since 1997.

Narrative Explanation of Fiscal Impacts:
This one-year agreement is congruent with FY 2020-2021 starting July 1, 2020, and ending June 30, 2021, and has been included in the adopted budget for the aforesaid FY HICAP is funded fully by the California Department of Aging. There is no local match requirement and no County General fund is needed.
