Executive Summary:

The recommended action is for the Board to authorize the Chief Probation Officer to execute an agreement with the Seneca Family of Agencies (Seneca) for Intensive Case Management (ICM) Services to youth and their families involved in the Juvenile Justice system. 

 

Discussion:

Intensive Case Management (ICM) services are provided to youth and their families involved in the Juvenile Justice system, when youth are stepping down from a residential placement such as Probation Camp or community-based residential treatment, or struggling in at least two life domains serious enough that their behaviors may eventually result in home removal.  ICM services link youth to mental health, educational, and community services in an effort to reduce symptomatology and increase functionality. This agreement is modeled on the established philosophy of Wraparound services provided to foster youth, designed to avoid costly institutional placement alternatives resulting from court-ordered home removal.

 

In December 2018, the Human Services Department entered into the RFP process to renew their Wraparound Program Services. On June 11, 2019 Seneca was awarded a contract for the provision of Wraparound (SB163) services to foster youth for the County following a thorough request for proposals (RFP) process.  This contract serves youth and families involved in the Child Welfare System, youth and families in the Juvenile Justice System (Probation youth), and a number of “dual-status” youth who may be involved in both systems.  As such, there is a high degree of collaboration and coordination between Probation and Human Services in order to best serve these vulnerable youth and their families.

As the services under the Wraparound program are very similar to those provided to Juvenile Justice involved youth through Intensive Case Management, the Probation Department requested, and was granted, authorization from the County’s Purchasing Agent to bypass the RFP process and select Seneca Family of Agencies to continue providing ICM to Probation youth, in the interest of time and the efficient use of County resources
. At the expiration of this agreement, Probation will work with the Human Services Department to sync up the timing of future solicitations for Wraparound and Intensive Case Management services.  

 

Background

 

On September 9, 2014 the Board approved the County’s participation in the Title IV-E California (CA) Well-Being Project, also known as the IV-E Waiver.  Entering into this project, along with 8 other counties, provided stable and guaranteed federal funding for foster care payments and program administration.  Within this stable funding stream, the County had the flexibility to use funds for upstream interventions and services designed to improve child welfare service delivery and outcomes.  Key objectives of the project were to decrease the reliance on foster care placements for children and to shorten the length of time children have open child welfare cases. Participating counties were required to implement Wraparound as a primary intervention, and to explore or develop innovative optional interventions designed to improve outcomes for youth and families. In spring 2015 Probation staff began to engage Seneca developing “Wraparound-like” services to Juvenile Justice involved youth and their families, as intended by the CA Well-Being Project. 

 

In September 2015, the Board approved an agreement for Intensive Case Management Services with the Seneca Family of Agencies as Probation’s optional intervention.  At the end of the initial term of the agreement in September 2016, the Chief Probation Officer had the option to renew the contract annually, through the term of the 5-year California Well Being Project (September 2019).  Beginning October 1, 2019 at the expiration of the project period, the program has been funded by use of Juvenile Probation Activities 2011 Realignment funds within the Enhancing Law Enforcement Activities Subaccount, funded by California State Vehicle Licensing Fees.

 

ICM services provided under the agreement are based on the individual child’s needs as assessed by Juvenile Probation staff and Seneca case managers, and can include the provision of parent education, behavioral coaching, and the development of natural support systems. In contrast to conventional Wraparound services, services provided under this agreement are intended to be short term in nature (3-6 months), focus on immediate family system stabilization, and frequently on successfully transitioning youth from residential care back to the home and community. 

 

Probation staff has worked to educate Juvenile Justice partners, including the District Attorney, Public Defender and Juvenile Court, on the services how they may be best used to promote successful outcomes for youth.  Current service utilization and program outcomes are positive.  It is hoped that these services will support youth and families in sustaining strives made while on Probation by developing their natural support systems.  The estimate is that there would be 15 families participating, resulting in costs not to exceed $3,862,644, which includes the option for three single year extensions.

Narrative Explanation of Fiscal Impacts:

ICM services are funded by Juvenile Probation Activities Realignment, the source of which is California State Vehicle License Fees.  In FY 20-21 $700,000 is allocated for these services, but actual expenditures may vary based on the number of youth referred to the program. Future budgets will include similar allocations, estimated to be approximately $700,000 annually. However, annual budget appropriations may fluctuate based on referrals. In all cases, the overall contract amount will be capped at $3.86 million over the potential maximum term, which is 6 years. ICM is an Upstream Investment, and supports a safe, healthy and caring community.
