A)                     Adopt Resolution as required by the California Department of Housing and Community Development authorizing and directing the Commission to receive up to $426,088 (twice the estimated allocation of $213,044, per State guidance) in federal funds from the State’s 2020 allocation of federal Emergency Solutions Grant Program and to function as Administrative Entity for administration of the State’s federal ESG funds, and authorizing the Executive Director or the Assistant Director of the Commission to execute the required Standard Agreement and any subsequent amendments or modifications thereto, as well as any other documents which are related to the Program or the State’s federal ESG funds, as the California Department of Housing and Community Development may deem appropriate.

Executive Summary:

This Agenda item seeks authority to receive and administer $606,798 ($393,754 in FY 2020-21 and $213,044 in FY 2021-22) in federal Emergency Solutions Grants allocated by the State to HOME Sonoma County.  Funds will be used to support the homeless system of care, specifically for emergency shelter, rapid rehousing and street outreach.

 

Discussion:

On February 28, 2020, the State provided notice to qualifying Continuums of Care that HUD had authorized use of disencumbered Emergency Solutions grants for prior years to provide additional funding to Federally declared disaster areas related to the wildfires that occurred in 2017 and 2018. Commission staff was asked to respond by indicating the approximate amount of additional funding desired and projected expenditure deadline.  The Commission responded to the solicitation by indicating that its system of care had the capacity to award and spend up to $750,000 in additional funds, to be used for Rapid Rehousing, Emergency Shelter and Street Outreach.  On April 3, 2020 the state provided notification that the Sonoma County Community Development Commission would be allocated $393,754 in a 2018 ESG Disaster Funding Allocation.  To receive this award, the Commission must submit a revised budget and amended resolution to the State (Attachment 1) to account for the additional awarded dollars. The additional allocated Funds will be allocated to existing providers to provide needed augmentation of the homeless system of care during COVID-19, including use for Rapid Rehousing, Emergency Shelter and Street Outreach. Once the revised resolution is reviewed and accepted by the Department of Housing and Community Development, staff will bring funding recommendations to the HOME Sonoma County Leadership Council as part of a package of COVID-19 related homeless system of care augmentations.

 

On February 28, 2020 the State released a Notice of Funding Availability for its federal ESG dollars allocated to Homeless Continuums of Care. The amount of funding available to Sonoma County through this Notice of Funding Availability is estimated at $213,044, including $82,829 that must be used for Rapid Rehousing, $124,229 available for all ESG eligible uses and a $5,995 administrative allowance. The State recommends that Administrative Entities request Board authorization for up to twice this allocation, to ensure local communities’ access to all available dollars, and this amount of “up to $426,088” is reflected in the resolution that authorizes the Commission to apply for and receive the State’s federal ESG funds (Attachment 2).  Funds will be awarded via a competitive process to be conducted in Fall of 2020 for award during the following Fiscal Year.  Eligible uses of these funds include Rapid Rehousing (at least 40% of funds must be used for this purpose), Homelessness Prevention, Emergency Shelter operations, Street Outreach, and Homeless Management Information System (HMIS) coordination. Following completion of this NOFA process, staff will bring funding recommendations to the HOME Sonoma County Leadership Council.

Narrative Explanation of Fiscal Impacts:

The 2018 State allocation of Federal ESG Disaster funds will augment the 2020-2021 Homeless System of Care budget.  These funds are in the amended FY 2020 budget that will go before the board for approval later this month. The 2020 State allocation of Federal ESG Disaster funds will be part of the FY 2021-2022 Homeless System of Care budget.  This amount will be included in the 1st quarter Consolidated Budget Adjustments.
