Recommended action

A)                     Adopt a resolution authorizing the Director of Human Services to execute the Sonoma County Area Agency on Aging Area Plan Standard Agreement #AP-2021-27 with the California Department of Aging for FY 2020-21 and execute future Standard Agreement amendments to adjust for revenue levels based on changes to funding.

B)                     Authorize the Director of Human Services Department to accept funding totaling $2,744,339 to be used for Older Americans Act services for older adults.

Executive Summary:

Annually the Human Services Department (HSD) requests that the Board of Supervisors delegate authority to the Director of Human Services to execute agreements with the California Department of Aging (CDA).  For Fiscal Year (FY) 2020-21, HSD requests that the Board of Supervisors adopt a resolution authorizing the Director of Human Services to sign the Area Agency on Aging Area Plan Standard Agreement # AP-2021-27 in the amount of $2,744,339 with the CDA.  The revenue is used to contract with nonprofit agencies to provide senior services in Sonoma County.

 

Discussion:

The Sonoma County Area Agency on Aging (AAA) is responsible for planning, developing policy and advocating for the needs of older adults, adults with disabilities, and their caregivers throughout Sonoma County.  The California Department of Aging is authorized to distribute federal funds of the Older Americans Act  to local AAAs to fund services to assist older adults and adults with disabilities to remain safely in their own homes for as long as possible.

 

At the June 9, 2020, Board meeting, the Board of Supervisors approved Older Americans Act funded contracts with local agency providers in each of the service areas including nutrition programs (congregate lunch programs and home-delivered meals), supportive services programs (adult day care, Alzheimer's Day program case management, legal services, and transportation), health promotion (fall prevention), family caregiver services (respite, assessment, and caregiver support groups) and elder abuse prevention.  These services help to ensure that older adults and adults with disabilities are safe, healthy, and well cared for in our community.

Narrative Explanation of Fiscal Impacts:

The FY 2020-2021 projected CDA amount submitted prior to receipt of the award notification from the state was $2,675,828, or 3% lower ($68,511) than the awarded amount of $2,744,339. Normally, $68,511 in additional revenue and appropriation would be requested for the FY 20-21  budget.  However, due to pending changes in the Governor’s May revision of the proposed FY 20-21 budget, HSD recommends no adjustments to the budget at this time until further clarification is received regarding pandemic effects on the state budget.  There will be no impact to the County General Fund.
