A)                     Approve the project plans and specifications for the 2020 Culvert Replacement Program, C20302.

B)                     Award construction contract for C20302 to low bidder, Team Ghilotti, Inc., in the amount of $557,141.00, and authorize the Chair to execute the contract.

C)                     Approve a 10% construction contingency in the amount of $55,714.10, for a total contract amount not to exceed $612,855.10.

Executive Summary:

The 2020 Culvert Replacement Project is part of the ongoing efforts by the Board of Supervisors and the Department of Transportation and Public Works (TPW) to prioritize road maintenance activities including pavement surface treatments, vegetation removal, and drainage facilities and features.

This project will be the first of an annual Culvert Replacement Program and will entail removing and replacing existing culverts prioritizing those with trench plates. The improvements will increase pavement life and safety on the County’s transportation system.

TPW recommends award of the construction contract for the 2020 Culvert Replacement Program, C20302, to low bidder, Team Ghilotti, Inc.

 

Discussion:

The 2020 Culvert Replacement Program is the first project of an annual Culvert Replacement Program series. This project consists of structural excavation to remove existing cross culverts, installation of new cross culverts, cut-off walls, and rock slope protection. Trenches will be backfilled, hot mix asphalt placed, and striping painted.

This first culvert replacement contract includes 10 culverts at various locations countywide that have been temporarily covered by steel trench plates to keep the road operational.  Specific locations can be found on the attached “Location Map”.

Following advertisement of the project, TPW opened bids on May 18, 2020.

The Engineer’s Estimate is $ 746,002.00. The low bid of $ 557,141.00 is $ $188,861.00 (25%) below the Engineer’s Estimate.  The cost differential was found in various items of work, including traffic control, AC replacement and water pollution control items.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsive and responsible bidder. Team Ghilotti, Inc. is experienced in performing this type of roadway work. They recently completed Sonoma County Pavement Preservation Program contracts, including the 2019 Chip, Fog, and Slurry Seal project (County Project Number M19500).

Narrative Explanation of Fiscal Impacts:

Appropriations for this program were included as part of the FY 2020-21 Recommended Road Maintenance budget. Road Maintenance receives funding from multiple sources including allocations from the State Highway Users Tax, SB1, and contributions from the County’s General Fund.
