Executive Summary:
Sonoma County Water Agency (Sonoma Water) is performing maintenance on the two Forestville water storage tanks (Project). The Project includes sandblasting the existing interior and exterior coating, and applying new coating. Specification preparation and inspection of the removal and application of industrial protective coatings is highly specialized work requiring a consultant. This item requests authorization of an amended agreement to add $25,000 to the existing consulting agreement.
Discussion:
Sonoma Water manages and maintains a water transmission system that provides naturally filtered Russian River water to nine cities and special districts that in turn delivers drinking water to more than 600,000 residents in portions of Sonoma and Marin counties. Sonoma Water provides drinking water to the following cities and special districts: City of Cotati, Marin Municipal Water District, North Marin Water District, City of Petaluma, City of Rohnert Park, City of Santa Rosa, City of Sonoma, Valley of the Moon Water District, Town of Windsor.
The water transmission system includes 18 water storage tanks. Currently, Sonoma Water is performing maintenance on the two Forestville water storage tanks (Project). The Project includes sandblasting the existing interior and exterior coating, and applying new coating.
On August 5, 2018, Sonoma Water entered into an agreement with DB Gaya Consulting, LLC, now Gaya Coating Consulting Inc. (Consultant), for review of Sonoma Water's technical specifications for the Project, provide technical support during bidding, and provide daily inspections and reports during construction. The cost of the agreement was $50,000 and the term end date was December 31, 2020.
On December 12, 2019, the first amended agreement was executed to correct an error in the rate table. The cost and term end date did not change.
The Project is currently in the construction phase. The agreement with Consultant includes both design and construction inspection services to provide specialty technical expertise for protective coatings. With the initial agreement, the established budget to complete Consultant’s inspection services was estimated based upon best available information prior to development of the Project design. Now in construction, the conditions of the Project and Sonoma Water’s need for Consultant’s continued expertise and inspection services through project completion are better understood. The extent of environmental monitoring associated with blast inspection, the complexity of the chosen coating system, and the progress of the contractor have all contributed to the higher cost of inspection. The project is now nearly halfway complete. Additional funding is needed in order to continue inspection and maintain quality control of the coatings.
SELECTION PROCESS
Consultant was selected for this work because Consultant prepared the original specification Sonoma Water uses for tank coating projects and is highly experienced and qualified in this field. In addition, Consultant has provided services for Sonoma Water's storage tanks for decades, and is the only local firm known to conduct this work.
SERVICES TO BE PERFORMED
Under the proposed amended agreement, Consultant will continue to provide daily inspections and reports during construction.
The additional cost is $25,000, for a new not-to-exceed agreement total of $75,000. There is no change to end date of December 31, 2020.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

Narrative Explanation of Fiscal Impacts:
The budgeted amount of $25,000 is available from FY 2020/2021 appropriations for the Water Transmission System fund. No additional appropriation is required.
