A)                     Authorize the Chair to delegate authority to the Director of Transportation and Public Works (TPW), to execute Funding Reimbursement Agreement with Sonoma-Marin Area Rail Transportation (SMART) for the design and construction of Airport Boulevard Widening Project (C20152),

B)                     Delegate authority to the Director of TPW to approve the plans, design and specifications for said Project and to agree and so approve any Contract Change Orders and modifications required for project completion otherwise consistent with County Resolution 20-0092.

Executive Summary:

Improvements to Airport Boulevard have long been identified by the Department of TPW as an important goal for improving our transportation network. The project proposed in this Board Item is one phase of a multi-phased plan included in the Sonoma County Transportation Authority 2019 Measure M Strategic Plan, and is included in TPW’s Capital Improvement Program. In order to achieve this goal in the most cost effective manner, TPW is recommending approval of a funding agreement for SMART to incorporate Airport Boulevard improvements with the SMART Windsor Extension design-build contract. Combining the two projects is expected to provide incremental cost savings as well as accelerate project delivery timelines and enable TPW resources to focus on other priorities. Upon SMART’s initiation of their design-build contract for their Windsor Extension project, TPW capitalized on an opportunity to join in SMART’s contract.

 

Discussion:

Improvements have been overdue along Airport Boulevard to mitigate traffic congestion in the peak hours, provide a safe pedestrian crossing near the railroad tracks, and to complete a vital project identified in the 2019 Strategic Plan for Measure M funds.

Proposed improvements include widening Airport Boulevard, between Regional Parkway and Aviation Boulevard, to include 4 travel lanes, one 2-way left turn lane, and 2 shoulders with curb, gutter and sidewalk. The shoulders will include signing and striping for bicycle lanes. A key aspect of the proposed project includes incorporating a new crosswalk near the railroad tracks, with a pedestrian activated traffic signal installation. This signal will act as both a pedestrian activated crossing and a queue cutter, aimed at eliminating vehicles from stacking across the active rail. Street lighting, and drainage improvements are also included in the design.

TPW desires to partner with SMART for design and construction of the proposed improvements. Joining in SMART’s Design-Build contract for their extension to Windsor project is expected to result in cost savings for the project, as the design-build concept allows for greater efficiencies. The Design-Build concept is used on large-scale infrastructure projects where one large firm acts as both the project designer and the construction contractor.

SMART has procured the firm Stacy-Witbeck, Inc. to perform their contract, following Federal funding procedures. TPW has negotiated with SMART for inclusion in their design-build contract which has resulted in this Funding Reimbursement Agreement.

The $4.6M cost of the project includes design, environmental permitting, construction and construction inspection.

Narrative Explanation of Fiscal Impacts:

Department of TPW has included this project in the fiscal year 2020-21 Capital Roads recommended budget. The source of funds for this project include $2,200,000 in Measure M funds and $2,400,000 in TPW funding from State and Local sources.
