A)                     Authorize Sonoma County Water Agency’s General Manager to execute an agreement with Horizon Water and Environment, LLC, to provide hydraulic analysis and Stream Maintenance Program support through April 28, 2025, in the not-to-exceed amount of $525,000.

B)                     Adopt a Resolution authorizing adjustments to the Board Adopted Budget for FY 2019/2020 for the Sonoma County Water Agency Flood Control Zone Funds 1A, 2A, 3A, 5A, and 8A in the amount of $525,000.

Executive Summary:

Sonoma County Water Agency (Sonoma Water) requires Stream Maintenance Program support and hydraulic analysis, including assistance with permitting renewals, ongoing regulatory agency coordination, sediment quality testing and reporting, and creek monitoring.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

Sonoma Water received long-term programmatic permits and authorizations from the U.S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife Service (USFWS), National Marine Fisheries Service (NMFS), California Department of Fish and Wildlife (DFW), the North Coast Regional Water Quality Control Board and the San Francisco Bay Regional Water Quality Control Board (RWQCBs) for its Stream Maintenance Program (SMP).

 

The RWQCBs issued an order providing Waste Discharge Requirements and Water Quality Certification for Sonoma Water’s SMP.  This order included a Monitoring and Reporting Program.

 

Since 2008, Horizon Water and Environment, LLC (Consultant) has assisted Sonoma Water with its SMP, providing a variety of consulting services.  Between 2012 and 2015, Consultant assisted Sonoma Water with several permitting tasks mandated by the RWQCBs and helped Sonoma Water renew its permit with the San Francisco Bay RWQCB, which was issued in April 2016.

 

SELECTION PROCESS

On February 7, 2017, Sonoma Water issued a Request for Statements of Qualifications to 42 firms. The Request for Statements of Qualifications was also posted to the Sonoma County Water Agency and County of Sonoma Purchasing Department websites.

 

Statements of Qualifications were submitted by 48 firms and evaluated using the following criteria:

 

1)                     Thoroughness of Statement of Qualifications

2)                     Professional qualifications and demonstrated ability to perform the work

3)                     Exceptions to standard terms in the sample agreement

 

For the proposed agreement, Sonoma Water selected Horizon Water and Environment, LLC Consultant because Consultant has been assisting with Sonoma Water’s Stream Maintenance Program and providing technical support since 2008, and their familiarity and understanding of the program is irreplaceable. They have also assisted in the creation of the initial Stream Maintenance Program Manual in 2008 as well as 2019 Stream Maintenance Program Manual update. Consultant employs a number of highly trained staff that provides highly trusted input to the program. Consultant is also a highly trusted and well-known expert in the Bay Area in holistic management surrounding flood control channels and urban streams.

 

Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed.

 

SERVICES TO BE PERFORMED

Under the proposed agreement, Consultant will provide SMP support and hydraulic analysis, including assistance with permitting renewals, ongoing regulatory agency coordination, sediment quality testing and reporting, and creek monitoring.

 

The cost of services will not exceed $525,000; the term end date is April 28, 2025.

Narrative Explanation of Fiscal Impacts:

Additional appropriations are required to process this expense.  With Board approval of the attached budgetary resolution, FY 2019/2020 appropriations of $525,000 will be made in the Flood Control Zone Funds 1A, 2A, 3A, 5A and 8A, and ending fund balances are expected to be at or above target at year end consistent with prior years and will not be negatively impacted by this board item.
