Executive Summary:
The Department of Transportation and Public Works (TPW) is requesting the Board adopt a resolution that authorizes the Chair to execute State Match Program Agreement X20-5920(176) with the California Department of Transportation, which will provide up to $100,000 in matching funds to be used for federally funded projects in FY 2019-20. The State Match Program assists the County with funding the local match requirement that is a required component of many federal grants.
Discussion:
On December 4, 2015, President Obama signed into law the Fixing America’s Surface Transportation Act, or “FAST Act”. It was the first law enacted in over ten years that provides long-term funding certainty for surface transportation, meaning states and local governments can move forward with critical transportation projects, such as new highways and transit lines, with the confidence that they will have a federal partner over the long term. The FAST Act replaced the Moving Ahead for Progress in the 21st Century Act (MAP-21). This federal transportation funding provides critical infrastructure dollars but often requires a local (non-federal) match component.
Section 182.9 of the Streets and Highways Code governs the allocations of funds from the State Highway Account for State Match. The California Transportation Commission must allocate to each county an amount equal to 50 percent of the Federal regional surface transportation funds allocated to the county pursuant to Section 182.6(d)(2) with a maximum limit of $100,000 per county per fiscal year. State match funds are used to match Federal funds allocated pursuant to section 182.6(d)(2) of the Streets and Highways Code.
At this time, the State has presented the County with Agreement No. X20-5920(176), wherein the County agrees to use state funds for transportation purposes, agrees to establish a special account within the road fund, and agrees to allow the State to audit the funds. Under this agreement, the State will advance to the County a one-year apportionment of funds of up to $100,000. TPW uses these funds as local match for federally funded projects, largely bridging projects where other sources of local match may not be eligible. In FY 2018-19, state matching funds were used as part of a local match for the Boyes Boulevard Bridge project.
In 2019-20, appropriations were included within the Capital Improvements Adopted Budget and will be used as a local match to federal funding for Chalk Hill Road, Watmaugh, Freestone Flat, Wohler Road over Mark West Creek, and Monte Rio Bridge projects. Transportation and Public Works requests the Board adopt a resolution that authorizes the Chair to execute State Match Program Agreement X20-5920(176) with the California Department of Transportation.
