Executive Summary:

The Department of Transportation and Public Works (TPW) is recommending the approval of plans and specifications for the Roadway Repairs at Old Cazadero Road Project and associated award of a $1,277,141.77 contract to Team Ghilotti, Inc. the lowest responsible bidder for the project. As part of this project, TPW is recommending a 10% construction contingency of $127,714. Costs associated with the construction contract are eligible for reimbursement through the Federal Emergency Management Agency (FEMA) for 75% of the allowable construction costs. An additional 18.75% of allowable contract costs will be reimbursed to the County by the California Department of Emergency Services (Cal OES). The balance (6.25%) of the contract will be funded through Road Fund sources of revenue.

 

Discussion:

Old Cazadero Road was damaged by a debris flow and landslide directly related to the storms of January and February 2017. The slide repair will include repairs to the roadway in the installation of a soldier pile wall and concrete barrier. The replacement section of the road will comply with applicable roadway and drainage standards.

TPW issued a request for Bids on March 10, 2020. Bids were opened on April 9, 2020.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. The lowest responsible bidder for this work is Team Ghilotti Inc. TPW recommends awarding the contract to Team Ghilotti Inc.

Appropriations were included in the FY 2020-21 recommended Capital Projects budget. Team Ghilotti Inc. is experienced in this type of work and has been licensed since 2007.

Narrative Explanation of Fiscal Impacts:

Appropriations for project costs are included in the Fiscal Year 2020-21 recommended Capital Improvements budget. TPW will use Road Fund balance to fund initial project costs, and anticipates reimbursement for 75% of the project costs from FEMA and an additional 18.75% of the project costs from Cal OES. The balance of the project (6.25%) will be funded with through Road Fund sources of revenue, which include a combination of local, state, and federal sources.
