Authorize the Director of Health Services, or designee, to execute an agreement with the County of Mendocino for the County of Sonoma to provide emergency medical services agency administration services from July 1, 2019 through June 30, 2022 and to receive revenue of approximately $1,182,223.

Executive Summary:

The County of Sonoma Emergency Medical Services Agency is responsible for oversight and regulation of the local Emergency Medical Services system of coordinated emergency medical care, injury prevention, and disaster medical response. The Sonoma County Board of Supervisors has designated the Sonoma County Department of Health Services as the local Emergency Medical Services Agency for Sonoma County. The Coastal Valleys Emergency Medical Services Agency, which falls administratively within the Sonoma County Department of Health Services, serves as the local Emergency Medical Services Agency for Sonoma County and also for Mendocino County through an agreement between Sonoma and Mendocino counties. This partnership between Sonoma and Mendocino has been in place since 1993. The current agreement between Sonoma and Mendocino counties expired on September 30, 2019. This item requests approval to execute a new agreement through June 30, 2022.

 

Discussion:

Pursuant to the California Health and Safety Code, the County of Sonoma Emergency Medical Services Agency is responsible for oversight and regulation of the local Emergency Medical Services system of coordinated emergency medical care, injury prevention, and disaster medical response. The Sonoma County Board of Supervisors has designated the Sonoma County Department of Health Services as the local Emergency Medical Services Agency for Sonoma County. The Coastal Valleys Emergency Medical Services Agency, which falls administratively within the Sonoma County Department of Health Services, serves as the local Emergency Medical Services Agency for Sonoma County and also for Mendocino County through an agreement between Sonoma and Mendocino counties. Mendocino County and the Sonoma County Department of Health Services desire to continue this partnership, which has been in place since 1993.

Under the terms of the proposed agreement with Mendocino County, Sonoma County staff will perform Mendocino emergency medical services administration functions for Mendocino County including medical control and oversight, certification and accreditation of personnel, approval and oversight of base hospitals, authorization of advanced life support programs, and responsibility to maintain the Mendocino County portion of the regional hospital communications system. Mendocino County provides clerical services and supplies necessary to support the Mendocino Emergency Medical Services program office including the purchase and maintenance of an emergency medical services vehicle in compliance with County of Mendocino fleet standards. Mendocino County will pay to Sonoma County an amount that represents full-cost recovery for the services being provided.

The Coastal Valleys Emergency Medical Services Agency utilizes an Emergency Medical Services Data System, ImageTrend, for the collection, aggregation, and distribution of Emergency Medical Services data. As part of the proposed Emergency Medical Services Agency Administration Agreement, Mendocino County will reimburse Sonoma County for a portion of the cost of this data system. The fiscal year 2019-2020 amount is $25,309. The reimbursement amount will be increased by five percent annually.

As mentioned in the report to the Board on June 11, 2019, regarding an extension to the previous agreement, the Department worked with Mendocino County to identify needed revisions to the prior arrangement and performed an assessment of the costs associated with providing services. The County of Sonoma Emergency Medical Services Agency has been able to comply with the basic state mandates and workload associated with the previous agreements with Mendocino County. With the agreement revised to include full-cost recovery, additional staff will be hired to fully support planning, implementation, monitoring and disaster responsibilities for the County of Mendocino.

 

Prior Board Actions:

On June 11, 2019 the Board approved the first amendment to an agreement with the County of Mendocino for the County of Sonoma to continue to provide Emergency Medical Services Agency administration through September 30, 2019 and to receive additional revenue in the amount of $26,875.

On May 17, 2016 the Board approved an agreement with the County of Mendocino for the County of Sonoma to provide Emergency Medical Services Agency administration for the period July 1, 2016 through June 30, 2019 and to receive revenue in an amount not to exceed $322,500.

Narrative Explanation of Fiscal Impacts:

Revenue of $107,000 was budgeted in FY 2019-2020 and the additional revenue of $210,926 will be added to the FY 2019-2020 budget via the consolidated budget adjustments process. Revenue for FY 2019-2020 is $317,926 (admin services - $292,617, ImageTrend - $25,309). Revenue of $426,485 for FY 2020-2021 (admin services - $399,910, ImageTrend - $26,575) and $437,812 for FY 2021-2022 (admin services - $409,908, ImageTrend - $27,904) will be included in the appropriate year budgets.
