A)                     Approve a Budget Resolution to increase appropriations by $1,640,000 to enable the procurement by the Purchasing Agent of three fire apparatus vehicles to be used by the North Bay Fire Volunteer Fire Agency.

B)                     Accept a donation from the Wilmar Volunteer Fire Company (VFC) in the amount of $390,000 to contribute to the purchase of the Medium Rescue Apparatus serving the Wilmar Mello Roos District.

Executive Summary:

This item requests two actions that will support the purchase of three fire apparatus vehicles that will serve the Wilmar, Two Rock, and Valley Ford VFCs.  The purchase of these vehicles was recommended by both the North Bay Fire Board and the Fire Services Working Group and approved by the Fire Ad Hoc, represented by Supervisors Rabbitt and Hopkins. 

 

Three separate funding sources will be used to make the purchase, including $950,000 from County Services Area (CSA) 40, $300,000 from Wilmar Community Facility District funds, and $390,000 from donations collected by the Wilmar VFCs. In accordance with Government Code Section 25355, the County will accept these donations for the benefit of the Wilmar Mello Roos District. 

 

 

Discussion:

The Fire Services Working Group has recommended that the County facilitate the purchase of three fire apparatus vehicles to support volunteer company fire operations.  This recommendation was based on the analysis conducted by the North Bay Fire Apparatus Committee.  The procurement of these apparatus will be undertaken by the authority of the Purchasing Agent who will work with North Bay Fire, Fleet, and the County Administrator’s Office to complete the purchase, which will take approximately 400 days to build and deliver the apparatus. 

 

The purchase will replace two type I engines for the Two Rock and Valley Ford VFCs which are designed to combat structural fires, with two type III engines, which are wildland fire engines. The Apparatus Committee determined that the type III engines would be better suited than the type I engines previously in use.

 

The third vehicle is a medium rescue apparatus for the Wilmar VFC that is designed to service as a special service vehicle that carries emergency equipment.  A more detailed description of a type II and Medium Rescue vehicle is included as Attachment A.

 

Approval of the Budget Resolution, included as Attachment B will provide sufficient appropriations so the Purchasing Agent may enter into a contract to make the purchase.  Funding for the purchase of these vehicles have been earmarked in the CSA 40 and Wilmar Community Facility District funds.  The Wilmar VFC wishes to use donation funding it has received to complete the purchase of the medium duty vehicle.  This vehicle will be used exclusively by the Wilmar VFC, which serves the Wilmar Mello Roos District.

 

Attachment C is a letter from the Wilmar VFC, which confirms the donation for the purchase of the vehicle.  To make use of these funds, the County must take a formal action to accept the donation in accordance with Government Code Section 25355, which provides:

 

The board may accept or reject any gift, bequest, or devise made to or in favor of the county, or in favor of the board in trust for any public purpose. The board may delegate to any county officer or employee the power to accept any gift, bequest, or devise made to or in favor of the county. The officer or employee shall file with the board each quarter a report that describes the source and value of each gift valued in excess of ten thousand dollars ($10,000) or any other amount as determined by the board. The board may hold and dispose of the property and the income and increase thereof for those lawful uses and purposes as are prescribed in the terms of the gift, bequest, or devise. In accounting for or inventorying gifts, bequests, or devises, the officer or employee shall follow the appropriate procedures contained in the State Controller’s manual entitled “Accounting Standards and Procedures for Counties.”
