Executive Summary:

The recommended project is part of the on-going effort by the Board of Supervisors to address the road rehabilitation and preservation needs of the County Road system. To that end, on May 21st, 2019, the Board approved a two-year Pavement Preservation Program (PPP) for fiscal years 2019-20 and 2020-21 designed to improve approximately 51.50 miles of County roads.

The total estimated cost of the plan is $36,719,330, which will be funded through a combination of County contributions and revenues derived from SB1, which are included in the FY 20-21 Recommended budget to be considered by the Board in early June and subsequently adopted in September 2020. In FY 2019-20, the Road Capital Division is scheduled to receive $4,290,518 in SB1 revenue and $12,769,593 in County contributions, which are available for the PPP. Based on these committed sources of revenue, Transportation and Public Works (TPW) is recommending moving forward with the Board approved PPP for 2020 including this contract. TPW will continue to monitor fiscal conditions and adjust future contract awards based on availability of funds.

One element of the program is the 2020 Pavement Preservation Program - Full-Depth Reclamation (FDR) and Overlays Project (C20101) to be constructed in 2020. This Project will award a single contract to apply various treatments to 14.87 miles of existing County roads, including one road that was scheduled but not completed during the 2018-19 construction season. The one road was: Riebli Road (PM 10.97 to Hidden Hills Drive).

TPW recommends award of the construction contract for the 2020 Pavement Preservation Program - Full-Depth Reclamation and Overlays Project, C20101 to low bidder Ghilotti Bros., Inc.

 

Discussion:

The 2020 Pavement Preservation Program - FDR and Overlays Project, C20101, is Part 2 of a Board approved two-year Pavement Preservation Program. The recommended project consists of multiple treatment applications including: FDR, Asphalt Concrete Overlays, and Asphalt Concrete Removal and Replacement treatments. In addition to the various treatment applications, crack sealing, ditch cleaning, pavement delineation, replacement of asphalt concrete surfacing (digouts), and drainage improvements will be completed as necessary

The FDR treatment process involves milling the existing road down one foot below the surface, processing the asphalt concrete base and underlying base with a binding additive to create a homogenous stabilized base coarse, and compacting the processed mixture back onto the roadway. Once that process is complete, an asphalt concrete overlay surface (typically a 3.0”) is placed over the recycled asphalt concrete base to create a smooth, safe, and durable road surface. This treatment will be used on the following roadways totaling 7.56 miles shown on the Location Map:

The Asphalt Concrete Overlay treatment process consists of placing a layer of asphalt concrete over the existing roadway surface from edge of pavement to edge of pavement. This treatment will be used on the following roadways total 6.99 miles shown on the Location Map:

The Asphalt Concrete Remove and Replace process involves milling off the existing asphalt concrete pavement to a depth of three inches and replacing the asphalt concrete surface from edge of pavement to edge of pavement. This treatment will be used on the following roadway:

The project was advertised from April 3 to April 24, 2020.

The bids were opened on April 27, 2020.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsive and responsible bidder.

Ghilotti Bros., Inc. is experienced in performing this type of roadway work. They recently completed work for the County before, including cold in-place recycling of Adobe Road, Old Redwood Highway Bike Lanes and Shoulder Widening, and currently working on the River Road at Hart Lane Intersection Improvement Project.

Narrative Explanation of Fiscal Impacts:

The appropriations for this contract were included in the FY 2020-21 recommended Road Capital budget. Road Capital receives funding from multiple sources including allocations from the State Highway Users Tax, SB1, and contributions from the County’s General Fund. General Fund contributions earmarked for Pavement Preservation Projects are divided between the Road Maintenance and Capital Improvement departments based on the type of work being performed. The Department’s recommended budget includes $5,252,890 in SB1 revenue and $13,659,872 in County contributions (General Fund, Franchise Fees, Measure L, ARM Mitigation) which are available for the PPP.
