The Third Amendment will extend the term of the agreement to December 31, 2024, and will increase the contract amount by $176,600, for a new total not-to-exceed amount of $999,951. (Fourth District)

Executive Summary:

The Department of Transportation and Public Works is requesting that the Board approves the Third Amendment to the design services agreement with Biggs Cardosa Associates for the Wohler Road Bridge Replacement Project. The Third Amendment will extend the term of the Agreement to December 31, 2024, and will increase the contract amount by $176,600, for a new total not-to-exceed amount of $999,951.

The Third Amendment includes two scopes of work; one for design services that were previously rendered and deemed necessary to advertise the project for construction bids and another for future design support services to occur during the construction phase of the bridge replacement project.

 

Discussion:

The existing two-lane bridge on Wohler Road Bridge over Mark West Creek (Bridge Number 20C0139) has been found to be functionally obsolete. The Wohler Road Bridge Replacement over Mark West Creek will include improvements to the roadway approaches and appurtenant facilities. The new replacement bridge will comply with current roadway, drainage and bridge standards; however, the site remains in a flood-prone area and a design exception was obtained from Caltrans to have the bridge be overtopped with flood waters. Building the new bridge above the 100-year flood event with freeboard would make the Wohler Road Bridge Replacement over Mark West Creek project financially infeasible. The Wohler Road Bridge Replacement over Mark West Creek project does not increase vehicular capacity but will provide a shoulder.

The project is receiving federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans.

The Board approved the original design agreement with Biggs Cardosa Associates on August 20, 2013. The original agreement was for an amount not to exceed $663,001 and extended through December 31, 2015. On November 10, 2015, the Board approved the First Amendment to the agreement, extending the term through December 31, 2020 at no additional cost.  On August 9, 2016, the Board approved the Second Amendment to the agreement for additional engineering design services. The Second Amendment increased the contract amount by $95,050 for a total agreement amount not to exceed $823,351, which included a 10% contingency.

This Third Amendment will extend the term of the Agreement and add additional design services not included in the scope of the original agreement. The expanded scope of work is necessary to meet the project’s design, storm water treatment, and environmental requirements in compliance with 2018 Caltrans Standards, and were required to advertise the project for construction bids. In addition, the amended scope will include design support services during the construction phase of the bridge replacement project. The Third Amendment will increase the agreement amount by $176,600, for a new total not-to-exceed amount of $999,951.

Advertising has been completed of the Wohler Road Bridge Replacement Project and bids were opened on February 26, 2020. On April 21, 2020, this Board awarded the construction contract for the Wohler Road Bridge Replacement Project to Steelhead Constructors, Inc. If construction begins in spring 2020, then this two-year project is estimated to be completed by 2022.

Narrative Explanation of Fiscal Impacts:

The construction contract for the Wohler Road Bridge Replacement was awarded by the Board on April 21, 2020 and appropriations for this project are included in the FY 2020-21 Capital Improvements adopted budget. Work performed under this amendment is 100% funded through the Federal Highway Bridge Program.
