Executive Summary:

On April 21, 2020, the Board awarded the construction contract for the Wohler Road Bridge Replacement project C01135 to Steelhead Constructors, Inc. The requested action provides for construction management services to monitor and ensure the contractor adheres to the plans and specifications, and is in compliance with all applicable laws, rules and regulations. This agreement is necessary to deliver the project, which is expected to begin construction in June 2020.

 

Discussion:

The existing Wohler Road Bridge over Mark West Creek (Bridge Number 20C0139) is structurally deficient, does not meet current seismic standards, and has adverse alignment on the northern approach to the bridge. This project will replace the existing two-lane bridge, commonly referred to as “Little Wohler,” with a new two-lane bridge which meets current design standards and includes improvements to roadway approaches and appurtenant facilities. This project will not increase vehicular traffic capacity but will provide two traffic lanes with shoulders.

The work will include: construction of approach embankments, cast-in-drilled-hole (CIDH) piles, pier columns, abutments, roadway improvements, hot mix asphalt paving, temporary utility relocation, construction of bridge railing and guardrail, and demolition of the existing bridge.

The project is planned to be constructed over two construction seasons in 2020 and 2021. Construction of the piles, pier columns, and abutments are expected to be completed during the first year. Construction of the bridge superstructure and roadway approaches and demolition of the existing bridge are anticipated to be completed during the second season.

This project will receive federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. Caltrans issued the Request for Authorization for Construction to the County on November 4, 2019.

The proposed agreement with PreScience Corporation is for construction management services related to the project.

A request for proposals was advertised on the County Purchasing Portal on February 3, 2020. Four proposals were received on March 4, 2020. A review panel comprised of Transportation and Public Works and Permit Sonoma staff, evaluated and ranked the proposals based on multiple criteria with a focus on qualifications, related experience, and project understanding. PreScience was determined to be the most qualified proposer based on related experience including recent construction management of the Walerga Road Bridge Replacement project in Placer County and strong staffing resources.

PreScience Corporation is a California engineering firm that specializes in providing construction management services to cities, counties, and Caltrans on projects all over the State. The key staff identified to work on this project have more than 24 years of bridge construction experience. Previously, this staff worked with the County on the Porter Creek Road Bridge Replacement project in 2013 and the Hauser Bridge Road Bridge Replacement Project in 2017.

The requested professional services agreement for construction management services is for $808,989.70, plus a 10% contingency, for a total amount not to exceed $889,888.67, with a term ending June 30, 2022. Including the contingency, the value of the agreement represents 17.40% of the total contract amount of $5,122,474 for construction of the bridge. Construction is planned to begin in FY 2020-21 and is anticipated to span over two construction cycles.

Narrative Explanation of Fiscal Impacts:

The estimated fiscal year breakdown of costs is detailed above, including the 10 percent contingency. The construction contract is 100% funded through the Federal Highway Bridge Program. Appropriations for this project are included in the Department’s FY 2020-21 recommended Capital Improvements budget and are consistent with the County consultant’s estimate for a two construction season project.
