Approve Fee Waiver in the amount of $15,000 for Brookdale Subdivision, Guerneville CA for an X Zone creation.  (Fifth District)

Executive Summary:

Mary Bowers, on behalf of Brookdale Subdivision, proposes a Zone Change, the addition of the Vacation Rental Exclusion (X) Combining Zone to the 35 parcels in attached planning application.  This is a residential area that is, and has historically been one of permanent housing for residents who live and work in the immediate area.

 

Discussion:

Small communities have found the X Zone creation process burdensome, and District 5 has agreed to move forward with a pilot project in West County.  This is a concern that has been raised by the Lower Russian River Municipal Advisory Council, and they have an ad hoc committee looking at vacation rentals as a community issue.

 

The Brookdale Subdivision is an informal homeowner's association.  They come together on an ad hoc basis to address issues as they affect their neighborhood.  They met and collected signatures to become an X Zone to demonstrate strong community support.  They were able to organize quickly not only because of the close proximity of their homes but also because one of their members maintains membership details.

Narrative Explanation of Fiscal Impacts:

Per Permit Sonoma, for items with BOS fee waivers, Permit Sonoma still assess the fees for the work, the BOS pays for the items, and Permit Sonoma flags the project for its accounting team so that they know.  The project would be processed “At Cost”.
