Adopt an ordinance amending Sonoma County Ordinance No. 2300 to establish No Parking restrictions on the north side of River Road (#8802B) from Postmile 17.065 to 17.50, the south side of River Road (#8802B) from Postmile 17.065 to 17.46, both sides of Trenton Road (#89002) from Postmile 20.90 to 21.01, the west side of Marianna Drive (#89003) from Postmile 10.30 to 10.34, the east of Marianna Drive (#89003) from Postmile 10.304 to 10.34, and the west side of Argonne Way (#89004) from Postmile 10.00 to 10.024.2. (Fifth District)

Executive Summary:

After receiving requests from residents and businesses in the vicinity of Steelhead Beach Regional Park to address traffic safety concerns, the Department of Transportation and Public Works (TPW) has evaluated parking conditions in the area in order to mitigate impacts from unregulated parking. As a result, TPW is recommending that parking restrictions be established.

 

Discussion:

Roadways in the vicinity of Steelhead Beach Regional Park service the transportation needs of the surrounding unincorporated area. Specifically, River Road provides a direct connection west to Guerneville and east to Highway 101. The land use in this area represents a combination of residential, recreational, and businesses.

Due to the seasonal popularity of Steelhead Beach Regional Park, dedicated parking has not been adequate and often results in an overflow of vehicles parking on River Road and the residential area south of River Road. Since the summer of 2018, TPW has received numerous requests from both California Highway Patrol and local residents asking for assistance mitigating dangerous conditions including unsafe parking, unauthorized parking that blocks roads, access, and sight distance. Additionally, there are pedestrians crossing with river and picnicking gear, public intoxication, trespassing on private property, defecating on private and public property, littering, and other safety concerns related to overflow parking in the area. In response, TPW has restricted parking where allowed by existing ordinances related to road width and near fire hydrants. Regrettably, these signs have not deterred detrimental activities in the area and in some cases the signs have been vandalized and destroyed.

TPW staff recommends adopting the proposed parking restriction ordinance and installing the appropriate signs.

With the adoption of the proposed ordinance and the installation of the no parking signs, the California Highway Patrol will be able to enforce the ordinance, issue citations and remove vehicles if required and allowed under applicable law. The estimated cost of labor and materials to implement the ordinance is $10,000 and appropriations are available in the adopted Road Maintenance Budget for FY 2019-20.

The no parking signs would be installed approximately 30 days after the adoption date of the ordinance.
