Executive Summary:
This project is part of the on-going effort of the Board of Supervisors (Board) to address the road rehabilitation and preservation needs of the County Road System. On May 21st, 2019, the Board approved a two-year pavement preservation program for FY 2020-21 designed to improve approximately 51.50 miles of County roads. The total estimated cost of the plan is $36,719,330, including contributions from the County’s General Fund and revenues derived from SB1.
One element of the 2020-21 program is the 2020 Pavement Preservation Program - Seals Project, M20201, to be constructed in 2020. The Seals Project will award a single contract to apply various treatments to 14.14 miles of existing County roads, including two roads that were scheduled but not completed during the 2018-19 construction season. The two roads are: Riebli Road (City limits to PM 10.97) and Old Redwood (Mark West Springs Road to Airport Blvd).
The Department of Transportation and Public Works (TPW) recommends award of the construction contract for the 2020 Pavement Preservation Program - Seals Project, M20201 to low bidder Team Ghilotti Inc.
Approval of a construction management contract for work identified in this project will be requested through a separate Board Agenda item.
Discussion:
2020 Pavement Preservation Program - Seals Project, M20201(Project) is Part 1 of the two-year 2020-21 Pavement Preservation Program. The project consists of multiple treatment applications including: Double Chip Seal, Slurry Seal, Microsurfacing and Cape Seal treatments, as well as, associated flagging, traffic control, crack sealing, ditch cleaning, pavement delineation, and replacement of asphalt concrete surfacing (digouts) as required.
Drainage improvements are included in this project.
The Double Chip Seal treatment process consists of the application of asphalt emulsion or binder on existing traveled way pavement, followed by one layer of aggregate chips, which are embedded into the asphaltic emulsion or binder. This process is then repeated for a second layer of binder and aggregate. Finally, a seal coat is applied from edge of pavement to edge of pavement.
The Slurry Seal treatment is the application of a mixture of asphalt emulsion, water, well-graded fine aggregate, and mineral filler that has a fluid like appearance when applied. This treatment is applied from edge of pavement to edge of pavement.
The Microsurfacing treatment is similar to Slurry Seal. It consists of the application of a mixture of water, asphalt emulsion, aggregate (very small crushed rock), and chemical additives to an existing asphalt concrete pavement surface from edge of pavement to edge of pavement.
The Cape Seal treatment includes the Chip Seal (or scrub seal) treatment followed by the Slurry Seal treatment for the finished surface. The scrub seal is a chip seal in which the asphalt emulsion bottom layer is placed using brooms and then aggregate chips are embedded.
A Double Chip Seal will be used on the following roads:
• Chiquita Rd. from City of Healdsburg to Lytton Springs Rd. (1.39 miles)
• Riebli Rd. from Santa Rosa city limits to Post Mile 10.97 (0.95 miles)
Subtotal: 2.34 miles
A Slurry Seal treatment will be used on the following roads:
• Remmell Rd. from Walden to Hwy. 128 (0.12 miles)
• High School Rd. from Sebastopol city limits to Occidental Rd. (1.29 miles)
• Old Redwood from Pacific Heights to Airport Blvd. (1.18 miles)
Subtotal: 2.59 miles
Microsurfacing will be performed on the following roads:
• Adobe Rd. from Old Redwood Hwy. N. to Corona (2.17 miles)
• Porter Creek from Postwood Ln. to Petrified Forest (2.19 miles)
• Stony Point from Scenic Ave. to Bellevue Ave. (1.76 miles)
Subtotal: 6.12 miles
A Cape Seal treatment will be used on the following roads:
• Ascot Dr. from Mayfield Dr. to Old Redwood Hwy. (0.27 miles)
• Bosch St. from Hwy. 128 to Remmell Rd. (0.09 miles)
• Center St. from Remmell Rd. to Merrill St. (0.08 miles)
• Crowell St. from Hwy. 128 to Remmell Rd. (0.08 miles)
• Devon Ct. from Mayfield Dr. to end (0.05 miles)
• Eton Ct. from Mayfield Dr. to end (0.14 miles)
• Fairlie Dr. from Ascot Dr. to Ascot Dr. (0.17 miles)

In compliance with County procurement standards TPW posted contract specifications on the County’s Purchasing portal, responded to contractor questions and opened bids on March 3, 2020.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsive and responsible bidder. Team Ghilotti is experienced in performing this type of roadway work. They recently completed Sonoma County Pavement Preservation Program contracts, including the 2019 Chip, Fog, and Slurry Seal project (County Project Number M19500).

Narrative Explanation of Fiscal Impacts:
The appropriations for the first year of the two-year program will be requested as part of the FY 2020-21 Road Maintenance budget for construction beginning 2020. Road Maintenance receives funding from multiple sources including allocations from the State Highway Users Tax, SB1, and contributions from the County’s General Fund. General Fund contributions earmarked for Pavement Preservation Projects are divided between the Road Maintenance and Capital Improvement departments based on the type of work being performed. Appropriations for the second year of the two-year program will be requested as part of the FY 2021-22 budget process.
