Executive Summary:
The Department of Transportation and Public Works (TPW) is requesting that the Board approve the construction contract with Steelhead Constructors, Inc. for replacement of Wohler Road Bridge over Mark West Creek, with a new bridge 160 feet in length and 36 feet in width. The new bridge will have a curved alignment to improve vehicular movement and safety.
Discussion:
The existing Wohler Road Bridge over Mark West Creek (Little Wohler Bridge), Bridge Number 20C0139, is structurally deficient, does not meet current seismic standards, and has adverse alignment on the northern approach to the bridge. This project will replace the existing two-lane bridge, commonly referred to as “Little Wohler,” with a new two-lane bridge which meets current design standards and includes improvements to roadway approaches and appurtenant facilities. The site remains in a flood-prone area and a design exception was obtained from Caltrans to have the bridge be overtopped with flood waters, since building a new bridge above the 100-year flood event with freeboard would make the Little Wohler Bridge project cost prohibitive. This project will not increase vehicular traffic capacity but will provide two traffic lanes with shoulders.
The project includes construction of approach embankments, cast-in-drilled-hole (CIDH) piles, pier columns, abutments, roadway improvements, hot mix asphalt paving, temporary utility relocation, construction of the bridge railing and guardrail, and demolition of the existing bridge. The County’s design consultant projected this project to be completed by December 31, 2021. During the first construction season, it is anticipated that the contractor will install the new Little Wohler Bridge’s CIDH piles, approach embankments, and pier columns. During the second construction season, it is anticipated that the contractor will construct new bridge abutments, roadway improvements, bridge railing, and guardrail, as well as perform demolition of the existing bridge. The existing bridge will be used for vehicular traffic while the new bridge is being constructed. Upon completion of the roadway improvements for the new bridge, vehicular traffic will use the new bridge and the existing bridge will be removed.
Commencement of construction of the project has been delayed due to, among other things, acquiring a Regional Water Quality Control Board Permit that included storm water treatment provisions in the plans and Caltrans’ requirement to have the plans, specifications and estimate updated to 2018 Caltrans Standards. The County’s design consultant, Biggs Cardosa Associates, updated the project plans, specifications and estimate to 2018 Caltrans Standards so that the project could be advertised for construction bids.
This project will be eligible to receive federal reimbursement and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. Caltrans transmitted the Request for Authorization for Construction to the County on November 4, 2019.
The Little Wohler Bridge Project was advertised for construction bids from January 30, 2020 to February 26, 2020.
Bids opened February 26, 2020 and were received as follows:

Gordon Ball, Incorporated: $ 5,202,505.00
Viking Construction: $ 5,468,947.50
Ghilotti Construction Company: $ 5,634,720.00
The Engineer’s Estimate for the project was $ 5,956,000.
The low bid of $4,656,795 was approximately 21.8% lower than the Engineer’s Estimate. The second lowest bid was $ 4,804,948, which was 3.1% above the low bid and 19.3% lower than the Engineer’s Estimate. The third, fourth and fifth lowest bids were 12.65%, 9.2% and 5.4% lower than the Engineer’s Estimate. The major differences between the lowest bidder and the Engineer’s Estimate are the costs of the mobilization, traffic control system, and hot mix asphalt.
The total estimated construction cost is $ 5,122,475.00, including a 10% contingency. The Federal Highway Bridge Program is funding 100% of the costs of the participating items of construction.
Board approval of an agreement for construction management services for the Little Wohler Bridge Project will be requested through a future Board Agenda item.
In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible and responsive bidder.
Steelhead Constructors, Inc. is experienced in performing bridge work and is a licensed contractor with a hazardous substance removal certification. Steelhead Constructors Inc. has worked on similar projects for Caltrans and municipal agencies. Steelhead Constructors Inc. exceeded the Disadvantage Business Enterprise (DBE) goal for this project. DBE provisions are required for this contract because of the federal funding.
TPW recommends awarding the Wohler Bridge Replacement over Mark West Creek construction contract to Steelhead Constructors, Inc.

Narrative Explanation of Fiscal Impacts:
The estimated fiscal year breakdown of costs is detailed above, including the 10 percent contingency. The construction contract is 100% funded through the Federal Highway Bridge Program. Appropriations for this project are included in the department’s FY 2020-21 recommended Capital Improvements budget and are consistent with the County consultant’s estimate for a two construction season project.
