1)                     Authorize the Department of Transportation and Public Works to submit an application for FY 2019-20 in the amount of $557,727 for the purchase of one 35-foot electric bus and adopt a resolution agreeing to comply with all conditions and requirements set forth in the Certification and Assurances document and applicable statutes, regulations and guidelines for the Low-Carbon Transit Operations Program.

2)                     Authorize the Director of Transportation and Public Works to execute all required actions and documents, including any amendments thereto, with Caltrans as required for FY 2019-20 Low-Carbon Transit Operations Program funding.

3)                     Authorize the Chair to execute the Authorized Agent Form required under the Low Carbon Transit Operations Program.

Executive Summary:

The Transportation and Public Works Department (TPW) is requesting that the Board authorize the County to obtain FY 2019-20 funding from the Low-Carbon Transit Operations Program administered by the California Department of Transportation (Caltrans) to purchase one 35-foot electric bus for Sonoma County Transit’s fixed-route bus fleet. The purchase of an additional zero-emission electric vehicle for the fixed-route bus fleet will reduce air pollution and help attain the County’s greenhouse gas reduction goals.

 

Discussion:

The Low Carbon Transit Operations Program (LCTOP) is a State Cap and Trade funding program that was established by the State Legislature in 2014. The LCTOP was created to provide operating and capital assistance for transit agencies in an effort to reduce greenhouse gas emissions and improve mobility.  LCTOP funding is allocated annually to transit operators based on a formula distribution. Before the State can authorize disbursement of LCTOP funding, Board approval of the requested actions is required.

Sonoma County Transit is due to be allocated $557,727 in Low-Carbon Transit Operations Program funding for FY 2019-20. The LCTOP funding requested will support the purchase of Sonoma County Transit’s sixth electric-powered bus, which will be deployed primarily on Sonoma County Transit’s local routes operated in Rohnert Park and Cotati.

Sonoma County Transit purchased its first electric-powered bus, which is now in-service on local route 24 in Sebastopol, using LCTOP funding allocated in FY 2014-15 and FY 2015-16. LCTOP funding allocated in FY 2016-17 and FY 2017-18 was used to purchase Sonoma County Transit’s second and third electric-powered buses, which are due to be delivered in summer 2020 and will be deployed on various local routes including those operated in the cities of Rohnert Park and Cotati, respectively. The fourth and fifth electric-powered buses will be purchased with LCTOP funding allocated in FY 2018-19 and will be deployed on Sonoma County Transit’s local routes serving the Town of Windsor and City of Sonoma. 

Due to current range limitations (approximately 150 miles), electric buses are best suited for deployment on Sonoma County Transit’s local routes, rather than intercity routes that require buses with ranges in excess of 350 miles. This project will replace one compressed natural gas-fueled bus with one zero-emission electric-powered bus.
