Executive Summary:

The Department of Transportation and Public Works (TPW) has evaluated the parking conditions and overnight concerns occurring on east Todd Road after receiving requests from businesses in the area and the California Highway Patrol (CHP). TPW is recommending that overnight parking restrictions be established.

 

Discussion:

A half-mile segment of Todd Road services the transportation needs of the immediate businesses in the area, provides a direct connection west to Santa Rosa Avenue and Highway 101, and dead ends on an unpaved roadway. The land use in this area is commercial/industrial and agricultural.

Since December 2016, TPW and Supervisorial District Three staff have received numerous requests from both the CHP and local businesses on Todd Road asking for assistance in controlling overnight parking and illegal dumping. In response, TPW installed numerous ’72 Hour Parking Maximum’ signs as allowed by Sonoma County Code Section 18-3 and ‘No Littering Signs’. These signs have not prevented the detrimental activities in the area.

In 2019, TPW worked with District Three staff and mailed out a survey questionnaire to local businesses asking if they would support a proposed no overnight parking restriction for both sides of Todd Road between the Sonoma Water drainage/bridge at postmile 20.13 and the east end of Todd Road at postmile 20.47. All fourteen of the returned questionnaires supported the proposed ordinance. After evaluating the site, reviewing and discussing the results of the questionnaires, TPW staff recommends adopting and installing a no overnight parking restriction and signs consistent with the land uses in the area, to allow parking during hours of operation of the businesses.

With the adoption of the proposed ordinance and installation of the no parking signs, the CHP will be able to enforce the ordinance, cite, and, as allowed by applicable law, remove vehicles if appropriate. The estimated cost of labor and materials to implement the restrictions is $5,000 and appropriations are available in the 2019/2020 Road Maintenance Budget for FY2019-20. No ongoing costs are anticipated.

Please note that staff will begin work to install the signage approximately 30 days after adoption of the ordinance.
