Executive Summary:

The Department of Transportation and Public Works (TPW) intends to improve the River Road and Hart Lane intersection, adjacent to River Road grade crossing, by widening and restriping the road to provide a left turn lane, a right turn deceleration lane, and a striped median.

 

Discussion:

TPW recommends award of a construction contract to Ghilotti Bros., Inc. for construction improvements on the River Road and Hart Lane intersection. The purpose of this project is to enhance the traffic flow and safety of the intersection.

 

The project is supported by the community and is part of a comprehensive circulation plan for the area after the intersection of Hart Lane and Fulton Road were closed and queue cutters installed to comply with requirements for the railroad quiet zone.

 

To complete the work necessary to ensure public safety for the River Road at Hart Lane intersection, TPW requests to approve the project plans and specifications as well as award and authorize the Chair to execute the construction contract.

 

The project was advertised for bids: January 9 to January 30, 2020.

Bids were opened: January 31, 2020.

The Engineer’s Estimate for the project was $312,663.00.

 

The low bid of $283,993.00 was 9.2%, or $28,399.00 below the Engineer’s Estimate. The second bid was $286,081.50, 0.7% above the low bid. The average bid price was $299,387.55, 4.2% lower than the Engineer’s Estimate. The major differences between the bid and estimate are the costs for the asphalt items and the traffic control items.

 

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder.

 

Ghilotti Bros., Inc. is experienced in performing roadway work. They have been licensed since 1952 and have completed work for the County before, including cold in-place recycling of Adobe Road, Old Redwood Highway Bike Lanes and Shoulder Widening, and Bodega Avenue Shoulder Widening at Paula Lane to name a few.

 

TPW recommends awarding the contract to Ghilotti Bros., Inc. The total not to exceed cost of this construction contract is $312,392.00 including 10% for construction contingency.

11/15/2016: Board approved a Reimbursement Agreement for Intersection Improvements at Main Street in Penngrove and Fulton Road in Fulton for $554,771.

6/16/2016: Board approved $2,000,000 at the FY 2016-17 Budget and Five Year Funding Plan for Reinvestment and Revitalization funds.

2/9/2016: Board entered into an agreement for Rail Crossing Improvements at Main Street in Penngrove and Fulton Road in Fulton in an amount not to exceed $175,000.

6/16/2015: Board approved $250,000 for Penngrove Rail Safety Improvements from Reinvestment and Revitalization funds.

Narrative Explanation of Fiscal Impacts:

As part of the FY 2015-16 Budget Hearings, the Board allocated $250,000 for Rail Safety Improvements through the Reinvestment and Revitalization budget, and an additional $2 million during the FY 2016-17 Budget Hearings and Five Year Funding Plan. To date, at total of $869,741 has been expended on intersection improvement measures at Main Street in Penngrove, and at Fulton Road in Fulton collectively. This project will be financed with this programmed funding. The remaining $532,048 will be used to complete the River Road at Hart Lane intersection improvements. In FY 2019-20, $400,000 was appropriated in the Road Fund Capital Improvement budget for this project. These funds will be rolled forward into the FY 2020-21 budget.
