Executive Summary:
The Department of Health Services receives funding from the state for several Environmental Health programs. The Department of Resources, Recycling and Recovery (CalRecycle) funds Local Enforcement Agency; Solid Waste Disposal and Site Cleanup; and Tire Recycling, Cleanup, and Enforcement programs. The State Water Resources Control Board funds the Public Beach Safety Grant Program. These state organizations require counties to adopt resolutions incorporating specific language, including the name of the state organization and the specific program to which the resolution applies. Health Services is requesting that the Board adopt the attached resolutions to facilitate execution of agreements, amendments, and related documents to secure grant funding.
Discussion:
The California Department of Resources, Recycling and Recovery (CalRecycle) administers various grant programs that support state efforts to reduce, recycle, and reuse solid waste generated in the state. These efforts work to preserve landfill capacity and protect public health and safety and the environment. The Department of Health Services Environmental Health and Safety Section receives funding from CalRecycle to provide regulatory services for waste tires, solid waste handling, construction and demolition debris, and regulation of active and closed landfills. Most recently, in 2015 the Board adopted a similar resolution certifying approval of grant applications submitted to CalRecycle and execution of any agreements and related documents necessary to secure grant funds and implement approved grant projects through January 31, 2020.
The California State Water Resources Control Board administers various grant programs that support state efforts to monitor, supervise, and review the collection of weekly water samples from April 1 to October 31 annually. The Department of Health Services Environmental Health and Safety Section receives funding from State Water Resources Control Board to provide sampling and reporting services for the Public Beach Safety Grant Program.
California Health and Safety Code sections 115875-115915 and California Code of Regulations Title 17 sections 7952 through 7962 mandates the microbial testing of specified ocean water beaches for total coliform, fecal coliform, and enterococci bacteria. The following seven ocean beaches in Sonoma County are tested as part of the Public Beach Safety Grant Program: Gualala Regional Park Beach, Black Point Regional Park Beach, Stillwater Regional Park Beach, Goat Rock State Beach, Salmon Creek State Beach, Campbell Cove State Beach, and Doran Regional Park Beach.
Strategic Plan Alignment - Local Enforcement Agency, Solid Waste Disposal, and Waste Tire Enforcement programs provide a valuable service to the public through regulation of associated activities. The Public Beach Safety Grant Program helps to ensure that all residents and community environments are healthy and safe by identifying water quality issues.
Prior Board Actions:
On March 10, 2015 the Board adopted a resolution authorizing the Director of Health Services to execute grant applications and related agreements for Local Enforcement Agency; Solid Waste Disposal and Site Cleanup; and Tire Recycling, Cleanup, and Enforcement programs, to secure grant funding from the California Department of Resources, Recycling and Recovery from February 1, 2015 through January 31, 2020, and to implement and carry out the purposes specified in the grant applications.
On March 12, 2013 the Board adopted a resolution authorizing the Director of Health Services to execute Public Beach Safety Grant Program Agreement Number 12-050-250 with the State Water Resources Control Board for the period July 1, 2012 to September 30, 2013 to receive revenue in an amount not to exceed $51,906.

Narrative Explanation of Fiscal Impacts:
The estimated costs of the CalRecycle programs for FY 19-20 is $654,199, of which $82,633 will be funded by the Local Government Waste Tire Enforcement Grant Program and $24,015 by the Local Enforcement Agency Grant. Costs in excess of grant revenue will be funded with fee revenue of $540,205 and Public Health 1991 Realignment funding of $7,346, both of which are included in the FY 19-20 budget.
The estimated cost of the Public Beach Safety Grant Program for FY 19-20 is $63,813, of which $59,225 will be funded by the Public Beach Safety Grant Program. The balance of $4,588 will be funded with Public Health 1991 Realignment.
Future year revenue and expenditures for associated Environmental Health programs will be included in the appropriate year budgets.
