Executive Summary:

Regional Parks is seeking $380,000 from the Recreational Trail Program for the Bodega Bay Trail Coastal North Harbor project. Design, engineering, and environmental review is underway and anticipated to be completed in early 2020. Funding is now needed for construction of this 0.6 mile of California Coastal Trail connecting the Bodega Bay Community Center to Porto Bodega. This project will create safe and accessible pedestrian and bicycle access parallel to Highway 1.

 

Discussion:

The 0.6 mile Coastal North Harbor Trail is a segment of the planned Bodega Bay Trail that was initiated by the community seeking a safe path for pedestrians and bicyclists traveling along the narrow Highway 1 corridor in Bodega Bay. This trail segment starts on County-owned parkland and the Bodega Bay Community Center. The proposed trail continues southwest, crossing into Sonoma Coast State Park, past an existing amphitheater, and south near the Bodega Dunes Campground, ending along Eastshore Road near the Porto Bodega Marina. Portions of the trail cross sand dunes and sensitive habitats necessitating extensive boardwalk to protect habitat and accommodate disabled access.

 

Regional Parks requests the Board’s support and authority to apply for $380,000 from the Recreational Trails Program managed by State Parks. Should funding be awarded construction is anticipated to be underway in 2021.  The Coastal North Harbor Trail was included in the 2005 Bodega Bay Bicycle and Pedestrian Trails Study and is identified as a high priority project in the adopted 2010 County Bikeway Plan. Funding for design, permits, and environmental review was provided by the State Coastal Conservancy. This project creates a significant link in the 1,200 mile California Coastal Trail.

 

Grant applications require a local resolution to apply for this funding along with designating a local representative to administer the grant. This representative’s administration includes signing the grant application form and assuring that CEQA compliance will be obtained. If recommended for funding, the representative’s administration includes assuring NEPA and Historic Preservation Act compliance. If awarded grant funding, the representative signs the grant agreement and status reports, requests grant amendments pertaining to time or grant project scope, and requests reimbursement. The Director of Regional Parks is the recommended representative.

 

This competitive grant could be awarded spring 2021. If funding is received, Regional Parks would return to the Board to award the bid for trail construction, which could occur mid-2021. Operations and maintenance of this new trail will be funded Parks For All Measure M once constructed.

 

Prior Board Actions:

June 11, 2019 received the County of Sonoma Capital Project Plan 2019-2024, including subject Bodega Bay Bike & Pedestrian Trail - Coastal North Harbor project.

 

March 29, 2016 by Resolution No. 16-0110 accepted grant funds from the State Coastal Conservancy for Bodega Bay Trail Coastal North Harbor trail design project.

 

August 25, 2010 by Resolution No. 10-0636 adopted the 2010 Sonoma County Bicycle and Pedestrian Plan.

There is no fiscal impact to this item. If the grant application is approved, this funding and the related expenditures will be included in the FY 2020-2021 budget. Matching funds will be allocated from funds already dedicated to this project.
