B) Approve the Reappointment of Kathryn Pack, Mary Watts, Ariana Diaz, Nicollette Weinzveg, and Cynthia King to serve an additional one-year term beginning February 4, 2020.
C) Approve the Reappointment of Renee Alger, Alison Lobb, Liz Parra, and B.J. Bischoff to serve an additional two-year term beginning February 4, 2020.

Executive Summary:
The Upstream Investments Portfolio Review Committee reviews submissions by organizations for programs to be added to the Portfolio of Model Upstream Programs. The Committee is responsible for ensuring that submission criteria are met, and that the decision-making process meets County policies and accepted industry standards related to evidence-based practices. The Committee makes recommendations for each submission in accordance with the Portfolio review process.
The Human Services Department is requesting that the Board approve the appointment of one new member and the reappointment of nine current members to the Upstream Investments Portfolio Review Committee.
Discussion:
The Upstream Investments policy initiative, sponsored by the Sonoma County Board of Supervisors, seeks to promote effective prevention-focused approaches that will ultimately impact poverty and reduce monetary and societal costs to our community. The Portfolio of Model Upstream Programs consists of local organizations that operationalize these upstream approaches in the programs and services they deliver to the community.
The Human Services Department (HSD) maintains an open recruitment process for the Upstream Portfolio Review Committee, which serves to evaluate and make recommendations for submissions to the Portfolio of Model Upstream Programs. Applications to join the Committee may be submitted directly to HSD staff at any time. All qualified applications are kept on file for two years and are used to fill vacant seats as needed. The Review Committee is made up of 8 - 15 individuals. Members are appointed for a 1- or 2-year term to maintain a staggered replacement of members. Upon approval of this Board item, 10 of 15 seats will be filled.

- Ariana Diaz, Community Foundation Sonoma County
- Cynthia King, Catholic Charities
- Kathryn Pack, Department of Health Services
- Mary Watts, Community Action Partnership
- Nicollette Weinzveg, United Way of the Wine Country
HSD recommends reappointing the following individuals for a term ending on 2/3/2022:
- Renee Alger, First 5 Sonoma County
- Alison Lobb, Probation Department
- Liz Parra, Sheriff’s Department
- B.J. Bischoff, Bischoff Consulting
HSD recommends appointing the following new individual for a term ending on 2/3/2022:
- Lori Rhodes, Sonoma State University
Lori Rhodes is an Assistant Professor of Educational Leadership at Sonoma State University and the Founder/Director of FirstGen College Counseling in Healdsburg, which is a program designed to provide individualized support to first generation, low-income high school students who have the goal of attending a four-year university.
