Executive Summary:
The Boyes Boulevard Bridge Project is a mandatory seismic replacement project that is in the construction phase and consists of replacing Boyes Bridge with a new bridge and related roadway improvements. During utility relocation discussions, Valley of the Moon Water District (VOMWD) requested to have water system improvements and water facility adjustments included as work under the construction contract, and the Board of Supervisors approved an Agreement with the VOMWD on July 10, 2018 whereby Valley of the Moon would pay the County $253,200 for such improvements.
The Board awarded the construction contact for the Boyes Boulevard Replacement Project to Gordon Ball Inc. at the July 9, 2019 Board of Supervisors meeting. The cost of the water system improvements and water facility adjustments under the construction contract were higher than originally anticipated by the County and VOMWD at the time they executed the original Agreement. Based on the increased cost of construction, this Second Amendment to the Agreement raises VOMWD’s contribution for the water system improvements from $253,200 to $317,000.
Discussion:
The existing two-lane bridge on Boyes Boulevard over Sonoma Creek (Bridge Number 20C0262) has been found to be functionally obsolete. The Boyes Boulevard Bridge Replacement Project will include improvements to the roadway approaches and appurtenant facilities. The new replacement bridge will comply with current roadway, drainage and bridge standards to accommodate the 100-year storm event with freeboard as specified by the County. The Boyes Boulevard Bridge Replacement Project does not increase vehicular capacity but will provide a shoulder for bicycles and a 5-foot sidewalk for pedestrians.
The Boyes Boulevard Bridge Replacement Project improvements include adjustments and improvements to water facilities owned by the VOMWD, which are located within the right of way. Adjustments will be made to water valves and water meters, and improvements include water main replacement and associated water lateral and water appurtenance replacements.
On July 10, 2018, the Board approved a Utility Agreement with VOMWD for these water systems adjustments and improvements. VOMWD agreed to fund $253,200 of the necessary work, which included a 10% construction contingency and County project administration fees. After Caltrans review of the Utility Agreement the parties executed a First Amendment to the Agreement in December 2018. The Amendment added required federal aid project language but did not affect the financial terms of the contract.
The Board awarded the construction contract for the entire Boyes Boulevard Bridge Replacement Project to Gordon Ball Inc. at the July 9, 2019 Board of Supervisors meeting. Due to increases in overall construction costs within the County, the price of the water system work under the contract with Gordon Ball, was higher than originally anticipated. The contracted amount for the required work is now budgeted to be $371,250. This Second Amendment increases VOMWD’s share of the water system work from $253,200 to $317,000. The County has agreed to pay the remaining $54,250 cost of various items of work associated with the water system improvements if necessary, while looking to reduce these costs through construction project management. Should unforeseen circumstances result in cost increases beyond the current estimates, those costs will be the responsibility of VOMWD.
The water system work will occur concurrently with the Boyes Boulevard Bridge Replacement Project and is anticipated to be completed by mid-2021.
