Executive Summary:
On November 8, 2019, the California Department of Aging issued Health Insurance Counseling & Advocacy Program (HICAP) Standard Agreement Amendment #3 to the Human Services Department, increasing funding for HICAP contracted to Senior Advocacy Services.
The Human Services Department is requesting that the Board approve contract amendment #3 with Senior Advocacy Services to increase HICAP baseline funding by $6,351 and allocate $67,662 in one-time only funding in Fiscal Year 19/20 for a total increase of $74,013. The total contract amount will be $869,951 for the term of July 1, 2019, to June 30, 2020.
Discussion:
The California Department of Aging (CDA) issues Standard Agreement amendments each year to allocate changes to fiscal year funding for the Human Services Department Area Agency on Aging contracted services for older and disabled adults in the community.
Funding for HICAP is awarded in 3-year cycles where 3 separate Standard Agreements are issued to the Human Services Department each fiscal year for the period of July 1, 2017, through June 30, 2020. Current Fiscal Year 19/20 is year 3 of the 3-year cycle. Amendments have been issued each fiscal year of the 3-year cycle increasing the HICAP funding levels. The Area Agency on Aging issued a Request for Proposal for the HICAP program in October 2016 for a 4-year cycle with the term of July 1, 2017 through June 30, 2021 with Senior Advocacy Services submitting the successful proposal and awarded the contract for this time period.
An original contract with Senior Advocacy Services for $693,767 was approved by the Board on July 11, 2019. Amendment #1, executed on August 29, 2019, added $4,908 in additional funding supporting our Medicare Improvements for Patients and Providers Act (MIPPA) program. This amount did not require Board approval. Amendment #2, approved by the Board of Supervisors on December 17, 2019, added $97,263 supporting the Ombudsman Program.
HICAP provides Medicare beneficiaries and those imminent of becoming eligible for Medicare and their families with free one-on-one personal, unbiased, accurate and objective Medicare information and technical assistance. Program staff and volunteers help Medicare beneficiaries understand the complexities of their Medicare benefits including Prescription Drug Plans, Medicare Advantage plans, Medicare Savings Programs and long-term insurance to ensure that beneficiaries are making informed decisions. These activities are contracted to and administered by Senior Advocacy Services (SAS).

Narrative Explanation of Fiscal Impacts:
The current fiscal year Health Insurance Counseling & Advocacy Program (HICAP) budget of $795,938 will be augmented by additional revenues from California Department of Aging (CDA) in the amount of $74,013, comprises $6,351 of baseline funding and $67,662 of one-time-only funding. The new total contract awarded to Senior Advocacy is $869,951. The revenue augmentation will be posted to 24030153-42461 and expense appropriation will be posted to 24030153-53012 (Area Agency on Aging-Support Care of Persons).
