Executive Summary:

Creative Sonoma was established in June 2014 and recently celebrated its fifth year of operation. The core programs and services of the agency have evolved since its inception, growing to serve an ever-increasing segment of the creative community including individuals, nonprofit organizations, and creative enterprises. In April 2018, a part-time Extra Help Department Analyst was hired to manage Creative Sonoma’s arts education activities, including a teaching artist residency program designed in response to the fires of 2017 and the trauma that they inflicted on our students. This request is for a full-time, time-limited position, needed to provide staffing support and stability for the arts education initiatives currently underway. These activities, and this position, are funded through outside sources that are projected to continue through at least June 2022.

 

Discussion:

On January 28, 2013, the Sonoma County Board of Supervisors commissioned the development of the Creative Sonoma Arts Action Plan to advance its art sector, both nonprofit and commercial, throughout the county and beyond. The primary goal of the Creative Sonoma Arts Action Plan was to address the question of what agency or partnership would best provide leadership for cultural and economic development in Sonoma County, what its focus should be, and how it should be structured and funded.

 

On August 1, 2017, the Board of Supervisors accepted Creative Sonoma’s Three-Year Progress Report and approved continuation of its programs and services at the Economic Development Board.

 

Among the approved functions of the original plan for Creative Sonoma was the “Promotion of arts education and lifelong learning in the arts.” In response to that need, Creative Sonoma has produced a variety of arts education initiatives since 2015 including the re-launch of the Arts Education Alliance, a collective of arts teachers, school administrators, and arts organizations to develop a plan for moving forward. That work has resulted in two studies assessing the state of arts education in Sonoma County K-12 schools, and a recently completed Arts Education Strategic Plan for Sonoma County K-12 schools developed in partnership with the Sonoma County Office of Education (SCOE). Additionally, Creative Sonoma engaged in hands-on arts education work by training a cadre of teaching artists with specific skills to help ameliorate the impacts of trauma on our students immediately following the fires of 2017. The program proved successful enough that the original grant from Redwood Credit Union was supplemented with two additional grants from SCOE. The artist residencies are continuing through January 2020 and will include a total of 178 residencies in 66 county schools impacting 4,000 students throughout the life of the program. A total of 14 teaching artists provided the residencies.

 

In April 2018, Creative Sonoma hired an Extra Help staff member to manage its education work; that position will expire in January 2020. The arts education work currently being managed by an Extra Help Department Analyst is beyond the time and expertise of existing staff at Creative Sonoma and is in a programmatic area that has other potential sources of future funding beyond what we are currently receiving. In addition, the Extra Help staff person has helped fill the gaps of staff responsibilities as Creative Sonoma continues to gain visibility and subsequently, demand for its existing programs and services. The Extra Help position term will expire on January 22, 2020.

 

Creative Sonoma has continued to receive grant funding for its arts education work, including staff salaries, and funding is anticipated to continue through at least June 2022. The California Arts Council (CAC) has awarded Creative Sonoma a $55,000 grant, of which $45,000 will be used to help fund the cost of a time-limited Department Analyst through June 30, 2020. The grant matching requirement will be met through grants received by the Economic Development Board Foundation from the Sonoma County Office of Education and the Hewlett Foundation and will be used to reimburse Creative Sonoma for arts education activities. These funds are expected to cover the costs of a full-time position through at least June 2022. The remaining $10,000, per the CAC grant agreement, will be used to fund the Poetry Out Loud and Emergency Preparedness programs.

 

The Economic Development Board has consulted with the Human Resources Department, which is supportive of the recommended classification for the body of work described.

Narrative Explanation of Fiscal Impacts:

The estimated cost of the Department Analyst is $66,000 for FY 19-20; $156,000 for FY 20-21;  and $81,000 for FY 21-22. In FY 19-20, $10,000 of the California Arts Council grant will be used to fund the Poetry out Loud and Emergency Preparedness programs and the remaining $45,000, along with $21,000 from the Hewlett Foundation will fund the time-limited position. Ongoing grant funds from the California Arts Council, the Hewlett Foundation, and the Sonoma County Office of Education are anticipated in fiscal years 20-21 & 21-22. Grant funds will be closely monitored to ensure available funding.
