A) Adopt a resolution authorizing the execution of a grant agreement with the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP). The HMGP is administered by the California Office of Emergency Services (Cal OES) and will provide funding for an emergency generator at the Charles M. Schulz Sonoma County Airport. If approved, the grant will fund seventy-five percent of the project ($359,460), with the remaining twenty-five percent ($119,820) funded by the Airport Enterprise Fund (41301).
B) Execute the Obligation Report for the Charles M. Schulz Sonoma County Airport Generator grant.
C) Authorize the Director of the Department of Transportation and Public Works (TPW) to act as the County’s agent to conduct all negotiations and to execute and submit all documents with FEMA and Cal OES- including but not limited to applications, agreements, and payment requests- that may be necessary for the grant.

Executive Summary:
In February 2018, the Sonoma County Board of Supervisors directed County departments to seek grant funding through FEMA to improve the resiliency of County facilities in the event of wildfires, seismic events, floods, and other hazards. In response to this request, TPW applied for several grants for backup power generation equipment. On November 26, 2019, FEMA notified TPW that the County was selected to receive funding for the Charles M. Schulz Sonoma County Airport Generator. The performance period for the grant is 34 months, which commenced upon FEMA notification of selection. TPW is seeking Board approval to accept the FEMA grant.
Discussion:
Background. Between 1964 and 2015, Sonoma County experienced 18 major wildfires that destroyed nearly 2,000 structures. In October 2017, the Sonoma Complex Fire claimed 24 lives, destroyed nearly 5,300 homes, and burned more than 110,000 acres in Sonoma and surrounding counties. In order to support fire suppression efforts during this event, Cal Fire in coordination with Pacific Gas and Electric (PG&E) de-energized large portions of the County’s electrical grid including the Sonoma County Airport, resulting in loss of regional commercial air service during a large scale natural disaster.
Source of Funding. FEMA’s HMGP provides funding to state and local governments to implement long-term hazard mitigation measures after a major federal disaster declaration. As a result of the federally declared disaster DR-4344 due to the Fall 2017 Complex Fire, the State of California and County of Sonoma became eligible for HMGP funding. Authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and administered by FEMA, HMGP was created to reduce the loss of life and property due to natural disasters. The HMGP program is administered by Cal OES. The goal of the HMGP is to fund hazard mitigation projects that reduce or eliminate losses from future natural disasters.
Project. On February 2, 2018, the Board of Supervisors directed County departments to submit funding applications for projects that are included in the County’s Local Hazard Mitigation Plan, adopted by Resolution No. 17-0168 of the Sonoma County Board of Supervisors on April 25, 2017, and subsequently approved by FEMA on May 4, 2017. TPW applied for several grants in support of a hazard mitigation program. On November 26, 2019, FEMA awarded the following grant to the County:
Charles M. Schulz Sonoma County Airport Generator (HMGP#4344-199-46F). Installation of a generator at the Sonoma County Airport located at 2200 Airport Blvd., Santa Rosa, CA 95403. The generator will be installed on a concrete pad along with all the necessary electrical wiring and components to be operational. A generator at the Charles M. Schulz Sonoma County Airport will allow critical operations to continue during power outages. The total project cost is $479,280; $359,460 is covered by the grant and local cost share of $119,820.
To accept the awarded grant, the Board must authorize execution of the Obligation Report from FEMA dated November 2019 (Attachment 2). Also, the Board must authorize the Director of TPW to act as the County’s agent to conduct all negotiations and to execute and submit all documents, including but not limited to applications, agreements, and payment requests that may be necessary to complete the FEMA grant process and the project.
Work will be performed by TPW, General Services, contractors and engineering consultants. All procurements, including via required competitive process, will be undertaken in accordance with FEMA requirements, including 2 CFR Part 200, and all County requirements.
Status of Other HMGP Applications. To date, ten HMGP applications have been recommended by CalOES for full FEMA funding; three are still in the CalOES review process, one has been waitlisted (which is akin to being put on hold until additional funds become available), three have been deemed ineligible, and six have been approved by FEMA with full funding. Two applications have received Phase 1 funding. Below is a summary of the projects that have received HMGP funding:

Narrative Explanation of Fiscal Impacts:
The County match for HMGP projects is 25% ($119,820) of total project costs, which will be paid from the Airport Enterprise Fund. No general fund impacts are anticipated and no additional appropriations are requested at this time.
