Executive Summary:

The Department of Transportation and Public Works Airport Division (Airport) is requesting approval and award of a three year contract with DC Electrical Group, Inc., in the amount of $194,534 for the repair and maintenance of general aviation hangar electrical systems at the Charles M. Schulz - Sonoma County Airport. The work requested in this contract is required for the continued safe operation of airplane hangar facilities at the Airport. DC Electric Group, Inc. was selected as the lowest cost/best value bidder after a competitive bidding process initiated in August of 2019. In addition to awarding the contract, the Airport is requesting Board authorization for the Director of Transportation and Public Works to execute the contract and any related agreements for these services.

 

Discussion:

The Charles M. Schulz - Sonoma County Airport is the sixth (6th) fastest growing commercial airport in the nation. From 2015 through 2018, passenger traffic grew by 59%. In addition to commercial flights, the Airport accommodates facilities for private scheduled air service, general aviation, and air cargo operations. The Airport currently serves four airlines and acts as the primary hub for a large general aviation community in the County.

The Airport currently manages 267 aircraft storage hangars utilized primarily by the general aviation community. As part of those management efforts the Airport contracted with Mead & Hunt in 2016 to prepare a Facility Maintenance Plan for the Airport. The report detailed the condition of general aviation hangars at the Airport and provided recommendations for necessary maintenance and repair items required to maintain the safe operation of these facilities. Specifically, the report identified three categories of electrical repairs including:

-                     Critical Items (wiring hazards, panel hazards and other electrical safety issues)

-                     Priority Items (incorrectly labeled panels, corroded electrical components)

-                     Preventative Maintenance Items (general electrical maintenance on a routine basis)

Historically, Airport operations staff have been responsible for routine hangar repairs and maintenance. However, the repair recommendations provided by Mead & Hunt specify the use of licensed electricians and will require time and resources beyond the Airport’s current staffing capabilities.

On August 6, 2019, the Airport issued an invitation to bid for all interested electrical contractors able and qualified to complete hangar electrical repairs and provide ongoing electrical preventative maintenance services. The bid included requests for updated evaluations and completion of repairs in previously identified hangars. In addition, the bid requested the implementation of a Hangar Block Repair Schedule, and services for on-call/call back emergency repair requests. On August 8, 2019, a Pre-Bid Conference and Site Walk Through was held at the Airport for all interested parties. Five (5) contractors attended representing five (5) qualified firms.

On September 27, 2019, representatives of the Sonoma County Purchasing Division and the Airport opened two (2) bids. The lowest bid was from DC Electric Group, Inc. in the amount $194,534.

The Airport therefore requests approval of award of the Hangar Electrical System Maintenance & Repairs Bid to the lowest and best value bidder, DC Electric Group, Inc. in the amount of $194,534, and authorization for the Director of Transportation and Public Works to execute the related agreements for those services.

Narrative Explanation of Fiscal Impacts:

Repair and maintenance expenses will be paid from the Airport Enterprise fund. There are currently sufficient appropriations in the FY 19-20 Airport adopted budget to cover these costs, and any additional appropriations needed will be included in future budget requests.
