Executive Summary:

The California Department of Housing and Community Development (HCD) released a Notice of Funding Availability on September 27, 2019 for the second competitive funding round of No Place Like Home (NPLH) program funds. This item requests the Board to approve a resolution authorizing the Commission to enter into contracts with HCD for any No Place Like Home program funds that may be awarded in the current competitive round.

 

Discussion:

The NPLH Program provides deferred payment loans to Counties applying independently or in partnership with housing developers, to finance the development of permanent supportive housing for persons with a serious mental illness who are homeless, chronically homeless, or at-risk of chronic homelessness. NPLH funds may be used to acquire, design, construct, rehabilitate, or preserve permanent supportive housing and to fund capitalized operating subsidy reserves (i.e. reserve funds to protect against unforeseen costs and to ensure the project's long-term sustainability).

A total of $52,445,511 is available for 14 medium-sized counties with populations between 200,000 and 750,000. Of those 14 counties, Sonoma County has approximately 15% of the total homeless population and thus could expect to bring at least $8 million to Sonoma County through this competitive process. Applications are due to HCD by January 8, 2020.

In partnership with the County Department of Health Services Behavioral Health Division, the County Community Development Commission (Commission) is considering permanent supportive housing projects currently at a stage of development that would enable them to qualify for competitive NPLH funding, to solicit applications. The Commission is evaluating projects that were previously proposed for local County Fund for Housing dollars, for Project Based Section 8 Vouchers or Community Development Block Grant (CDBG) and HOME dollars in the most recent funding cycles. The Commission is also reviewing opportunities to directly acquire facilities that would be suitable for use as permanent supportive housing for the NPLH target population. The Commission is developing a competitive proposal that will be submitted  by the January 8, 2020 deadline.

Funding applications require a resolution from the County’s governing board, with the specific language of the attached resolution, authorizing the Commission to enter into contracts with the State Department of Housing and Community Development for any No Place Like Home funds that may be awarded in the current competitive round.
