Executive Summary:
First 5 Sonoma County is requesting the Sonoma County Board of Supervisors approve the re-appointment and the appointment of members on the First 5 Sonoma County Commission.
Re-appointment: Jennielynn Holmes, Local Organization for Prevention/Early Intervention representative; and Kelly Bass Seibel, Recipient of Project Services representative.
Appointment: Karissa Kruse, Community-based Organization representative; and Dr. Jose Morales, Local Medical/Pediatric & Obstetric Association representative.
Discussion:
The Commission is the governance board for First 5 Sonoma County, which is a public agency, independent form the County of Sonoma. The First 5 Commission is charged by the State of California with administering the Local Children and Families Fund, revenues from a voter-approved tax on tobacco products.
Membership Composition: Three ex-officio members consisting of the Health & Social Services liaison member of the Board of Supervisors, the Director of Health Services and the Director of Human Services (or their designees); Six at-large members from the following groups with the intent that representatives from as many groups as possible will serve on the Commission.
Parent who is a recipient or parent of a child who is a recipient of First 5-funded services; Representatives from the local Child Care Planning Council and/or Child Care Resource & Referral agencies; Educators specializing in early childhood development; Representatives of community-based organizations that are focused on promoting family resiliency and nurturing caregiving/parenting; Representatives of community-based organizations that have a goal of promoting and nurturing early childhood development; Representatives of the private sector, local businesses, business associations and chambers of commerce who have demonstrated a strong commitment to family friendly employee policies; Representatives of local school systems, including the Sonoma County Office of Education; Representatives of local medical, pediatric, or obstetric associations or societies; Representatives of cities and towns that have established policy and/or dedicated resources to promoting the healthy development of children 0-5 and their families.
