B)                     Reappoint Melanie Dodson, Jessica Vergara, Gina Cuclis, Guinevere Zabinsky, and Natalie Johnson to the Sonoma County Maternal, Child and Adolescent Health Advisory Board for a term beginning January 1, 2020 and ending December 31, 2021.

Executive Summary:

The Sonoma County Maternal, Child and Adolescent Health Program promotes the physical, social, and emotional health of childbearing women, children, adolescents, and their families in Sonoma County. The Program’s Advisory Board, created in 1982, as required by state legislation, acts in an advisory capacity to the Board of Supervisors through the Department of Health Services. The Sonoma County Maternal, Child and Adolescent Health Advisory Board bylaws specify that members will be appointed by the Board of Supervisors.

 

Discussion:

The Maternal, Child and Adolescent Health Advisory Board Program interacts with community systems as a partner in providing direct safety net services to high risk maternal, child and adolescent populations, as a coordinator of community-wide services and programs, and as a convener of the Maternal, Child and Adolescent Health Advisory Board and other collaborative groups to address emerging health needs in the community. The Maternal, Child and Adolescent Health Advisory Board has been an important vehicle for implementing prevention strategies and coordinating services that benefit the entire community. Collaborating with local organizations and individuals is critical to reducing disparities and improving the overall health of women, children, and adolescents in Sonoma County.

New Appointments to the Maternal, Child and Adolescent Health Advisory Board

The Sonoma County Maternal, Child and Adolescent Health Advisory Board bylaws specify that members will be appointed by the Board of Supervisors. When vacancies on the Sonoma County Maternal, Child and Adolescent Health Advisory Board occur, the openings are posted on the Sonoma County website in accordance with the Maddy Act and replacements are recruited from the community. Following procedures outlined in the bylaws, all applications are reviewed by the Maternal, Child and Adolescent Health Advisory Board Chairperson and the Vice-Chairperson, who then make recommendations to the Department of Health Services. The Department of Health Services requests that the Board appoint the following members to the Sonoma County Maternal, Child and Adolescent Health Advisory Board for a term beginning January 1, 2020 and ending December 31, 2021.

Hannah Watson, MD is a staff physician at Santa Rosa Community Health Center. She is a recent graduate from a fellowship in Maternal, Child and Reproductive Health and is trained in the most recent evidence-based treatment of perinatal substance use disorders and perinatal mood disorders. Her experience in community organizing and legislative advocacy has grounded her in the importance of coalition building to address complex public health problems. Hannah’s goal as an Advisory Board member is to bring her clinical experience in integrative approaches to perinatal substance use and perinatal mood disorders to public health programming in Sonoma County. Specifically, she is interested in bringing together county stakeholders to review best practices, brainstorm barriers to care, and improve service coordination for families affected by substance use disorders.

Renée Alger, PhD was a teenage mother and is now a parent of four. She is currently a Program Director at First 5 Sonoma County. Her experience in research, data, statistical methodologies, and analysis in the Sonoma County Maternal, Child and Adolescent Health Program is valuable. Her goal as an Advisory Board member is to support Maternal, Child and Adolescent Health initiative, policy, and advocacy efforts.

Reappointments to the Sonoma County Maternal, Child and Adolescent Health Advisory Board

The Sonoma County Maternal, Child and Adolescent Health Advisory Board bylaws specify that at the end of a member’s term, members in good standing will be invited to remain on the Advisory Board and, upon their consent, reappointment will be recommended to the Board of Supervisors. The Department of Health Services requests that the Board reappoint the following members to the Sonoma County Maternal, Child and Adolescent Health Advisory Board for a term beginning January 1, 2020 and ending December 31, 2021.

Recent resignations of Advisory Board members representing Community Representatives - Parenting and Health Professionals - Behavioral Health have resulted in the two vacancies for which new members are being proposed. Two positions, Community Representatives - Safety and Prevention of Violence and Community Representatives - Transitional Youth, remain vacant at this time. The Transitional Youth Community Representative position was created in 2016 and authorized by the Board of Supervisors but has never been filled. A table listing the full Maternal, Child and Adolescent Health Advisory Board membership is provided as Attachment 1.

 

Prior Board Actions:

The Board of Supervisors appoints/reappoints Sonoma County Maternal, Child and Adolescent Health Advisory Board members as needed. Most recently, on August 20, 2019 the Board appointed Viveka Rydell-Anderson, Kathy Kane, Melissa Apuya, Gina Berry, and Elizabeth Smith to the Sonoma County Maternal, Child and Adolescent Health Advisory Board for a term beginning August 20, 2019 and ending December 31, 2020.
